F-10 | City of Pleasanton Affirmatively Furthering Fair Housing <br />Section F.4 Assessment of Fair Housing <br />F.4.1 Fair Housing Outreach and Enforcement <br />Fair housing complaints can be an indicator of housing discrimination in Pleasanton. Fair housing <br />issues can arise through discrimination against an individual based on disability, race, national <br />origin, familial status, disability, religion, or gender when renting or selling a dwelling unit. <br />The U.S. Department of Housing and Urban Development’s (HUD) Office of Fair Housing and <br />Equal Opportunity (FHEO) is the federal agency responsible for eliminating housing discrimination, <br />promote economic opportunity, and achieve diverse, inclusive communities. FHEO services and <br />activities include investigating fair housing complaints, conducting compliance reviews, ensuring <br />civil rights in HUD programs, and managing fair housing grants. <br />Data from the Alameda County Housing Collaborative, gathered from fair housing organizations in <br />the County, on fair housing inquiries, enforcement, and outreach indicated that from January 2013 <br />to March 2021 Pleasanton had 16 fair housing inquiries. This number of inquiries represented the <br />sixth lowest total out of the 13 cities that were examined in the data packet during that time. These <br />inquiries constituted a total of 0.20 cases per 1,000 residents. The inquiries were not categorized <br />by protected class. <br />No fair housing complaints or resolution of fair housing cases were noted for Pleasanton in the <br />Alameda County Housing Collaborative data from 2016 to 2021. According to this data, the four <br />largest percentages of fair housing complaints in Alameda County from January 2017 to June 2020 <br />were related to disability at 49.8 percent, retaliation at 12.3 percent, race at 11.3 percent, and <br />familial status at 9.9 percent. <br />The Eden Council for Hope and Opportunity (ECHO Housing) is committed to ending illegal <br />discrimination in housing. Every year ECHO Housing conducts an audit of rental properties in local <br />communities, including Pleasanton, to see how well they are conforming to fair housing laws. A <br />different protected class is selected each year as the focus of the audit. The 2020-2021 audit <br />focused on discrimination against home seekers who have a Housing Choice Voucher (commonly <br />known as Section 8). ECHO audited 10 properties in Pleasanton and found no discrimination at <br />those properties. <br />The City does not have any pending lawsuits, enforcement actions, judgements, settlements, or <br />findings related to fair housing and civil rights. The City does not currently have any local fair <br />housing laws. <br />The City complies with state and federal housing laws as follows: <br />• Fair Housing Act; Title VIII of the Civil Rights Act of 1968 – the City complies by <br />ensuring its actions related to housing are not discriminatory through City protocols, <br />decision-making procedures, and adhering to non-discrimination requirements of federal <br />funding programs.
