For renters, housing cost is gross rent (contract rent plus utilities). <br />For owners, housing cost is “select monthly owner costs”, which includes mortgage payment, utilities, association fees, insurance, <br />and real estate taxes. Understanding how seniors might be cost- <br />burdened is of particular importance due to their special housing needs, particularly for low- <br />income seniors. Almost 70 percent of seniors making less than 30 percent of AMI are spending <br />the majority of their income on housing. For seniors making more than 100 percent of AMI, 88.3 <br />percent are not cost burdened and spend less than 30 percent of their income on housing (see <br />Figure A-49).
