Air quality <br />construction measures shall include (1) Basic Construction <br />Mitigation Measures, as approved by the Bay Area Air Quality <br />Management District (BAAQMD) in 2017, or the then currently <br />adopted guidelines, and, (2) where construction-related <br />emissions would exceed the applicable thresholds as <br />demonstrated by a qualified consultant conducted pursuant to <br />methodologies considered acceptable at that time, Additional <br />Construction Mitigation Measures, as recommended by the <br />BAAQMD, shall be implemented to reduce emissions to <br />acceptable levels. The air quality construction plan shall be <br />included on all grading, utility, building, landscaping, and <br />improvement plans during all phases of construction and for <br />access roads, parking areas, and staging areas at construction <br />sites. <br />Incorporation into project <br />construction documents, <br />including all grading, <br />utility, building, <br />landscaping, and <br />improvement plans; the <br />City of Pleasanton <br />Building & Safety <br />Inspection Division shall <br />inspect the worksite <br />regularly to ensure the <br />mitigation measures are <br />implemented <br />Prior to issuance of <br />grading or building <br />permits, whichever is <br />sooner, for individual <br />projects and ongoing <br />monitoring <br />throughout <br />construction <br />City of Pleasanton <br />Community <br />Development <br />Department: Director <br />or designee for plan <br />approval; Building & <br />Safety Inspection <br />Division for ongoing <br />monitoring <br /> <br />MM AIR-1b: The following measures pertain to project sites <br />where residences would be located within distances where the <br />Bay Area Air Quality Management District (BAAQMD) or the <br />California Air Resources Board (ARB) recommends not siting <br />residential uses due to exposures to Toxic Air Contaminants. <br />For example, the current 2005 ARB Land Use Book <br />recommends that agencies avoid siting new sensitive land uses <br />within 500 feet of a freeway, urban roads within 100,000 <br />vehicles/day, or rural roads with 50,000 vehicles/day. <br />Preparation of Health Risk <br />Assessment (HRA) by a <br />qualified air quality <br />consultant for individual <br />projects and <br />incorporation of <br />appropriate measures <br />recommended by <br />BAAQMD during project <br />Indoor Air Quality <br />measures to be <br />implemented during <br />project design, <br />construction, and <br />operation. <br /> <br />For individual <br />projects, the HRA <br />City of Pleasanton <br />Community <br />Development <br />Department, <br />Planning Division <br />
