Box 520 <br />Pleasanton, CA 94566 <br />Sent by email: mcampbell@cityofpleasantonca.gov <br />Re: Pleasanton 2023-2031 Housing Element Draft EIR <br />Megan, <br />Zone 7 Water Agency (Zone 7, or Zone 7 of the Alameda County Flood Control and Water <br />Conservation District) has reviewed the referenced document in the context of Zone 7’s mission <br />to "Deliver safe, reliable, efficient, and sustainable water and flood protection services" within <br />the Livermore-Amador Valley. Below are our comments for your consideration. <br />1. Water Demand Calculations <br />Page 3.15-35, Table 3.15-7 <br />Table 3.15-7 seems to indicate that the water demand associated with the Housing Element <br />Update is included in the City’s 2020 UWMP’s projected water demand. Please confirm / <br />clarify if the City’s Total Projected Water Demand per 2020 UWMP includes water demand <br />from projects that are not in the Housing Element Update. <br />2. Groundwater Contamination and Water Supply Impact Evaluation <br />Sections 3.9, 3.15 <br />The DEIR identifies a significant unavoidable impact in the areas of Project-level and <br />cumulative water supply, largely associated with the potential decommissioning of the city’s <br />groundwater wells as a result of PFAS groundwater contamination. The DEIR further <br />discloses that unless the supply is either replaced or restored, there would be a significant <br />projected water supply deficiency (between 12% and 30%) for all years in the DEIR. There <br />are several statements in the DEIR in regards to potentially purchasing additional water <br />from Zone 7 to offset those deficiencies (see, e.g. DEIR page 3.15-35, 36). <br />While Zone 7 is committed to supplying the City with necessary supply to the extent water <br />is available, that supply is not guaranteed. The DEIR should include a description of the <br />=21( <br />3DJHRI <br /> <br />
