(Draft Program EIR, Page 3.10-16). <br />Findings: Less than significant impact. <br />Facts in Support of Findings: The geographic scope of the cumulative impact analysis for land use <br />and planning is the Tri-Valley Planning Area, which includes the City of Pleasanton as well as the <br />surrounding cities of Dublin, Livermore, and San Ramon and the Town of Danville. Cumulative <br />development would also adhere to applicable policies of the general plans and applicable municipal <br />codes. Conformance with these land use planning regulations would be confirmed during project <br />approval. Development consistent with the Housing Element Update would be required to <br />demonstrate consistency with the City of Pleasanton General Plan and applicable specific plans and <br />applicable codes, ordinances and policies, which would ensure logical and orderly development that <br />would not divide an established community and would require discretionary review to ensure that <br />development would not result in environmental impacts due to inconsistency with the City of <br />Pleasanton General Plan and applicable specific plans and applicable codes, ordinances, and policies <br />and other land use planning regulations (Draft Program EIR, Page 3.10-16–17). <br />1.5.11 - Noise <br />Potential Effect <br />Impact NOI-3: Development consistent with the Housing Element Update, rezonings, and General <br />Plan and Specific Plan Amendments would not be located within the vicinity of a private airstrip or <br />an airport land use plan and would not expose people residing or working in the project area to <br />excessive noise levels. (Draft Program EIR, Page 3.11-27). <br />Findings: No impact. <br />Facts in Support of Findings: The Livermore Municipal Airport is located approximately 1 mile east of <br />the city limits. At this distance, the potential sites for housing are located well outside of the <br />airport’s 60 dBA CNEL noise contours. Therefore, implementation of the Housing Element Update <br />would not expose persons residing or working at the sites to noise levels from airport activity that <br />would be in excess of normally acceptable standards. (Draft Program EIR, Page 3.11-27). <br />Potential Effect <br />Cumulative Impact: Cumulative impacts related to noise would be less than significant (Draft <br />Program EIR, Page 3.11-27–29). <br />Findings: Less than significant impact.
