Box 520 <br />Pleasanton, CA 94566 <br />Via email: mcampbell@cityofpleasantonca.gov <br />Subject: Comment Letter on City of Pleasanton Draft Program EIR for the 2023-2031 Housing <br />Element <br />Dear Megan Campbell: <br />The Dublin San Ramon Services District (DSRSD) is submitting a comment letter to the City of Pleasanton <br />(Pleasanton) on the Draft Program Environmental Impact Report (EIR) for the 2023-2031 Housing <br />Element. DSRSD found inaccurate information about the source of the recycled water in the document. <br />DSRSD also would like to provide additional information for clarification on Sections 3.15.2 and 3.15.5. <br />Below is our correction and comments for your consideration. <br />Section 3.15.2 – Environmental Setting <br />Recycled Water Source and Supply (page 3.15-4) <br />“The DSRSD sources the recycled water from the RWTF and LWRP facilities, routing a portion of the <br />secondary effluent from the RWTF plant to DSRSD’s water recycling plant through DSRSD East Bay <br />Municipal Utility District (EBMUD) Recycled Water Authority (DERWA) facilities.” This is an incorrect <br />statement. DSRSD does not source the recycled water from LWRP facilities. <br />Water Treatment (page 3.15-7) <br />DSRSD Regional Wastewater Treatment Plan Facility is permitted to operate the secondary treatment <br />facilities up to 17 million gallons per day on average dry weather flow. A permit change for the <br />secondary treatment facilities will be required for DSRSD to increase the secondary treatment capacity <br />to treat additional influent flow at buildout (2045). <br />Section 3.15.5 – Project Impacts and Mitigation Measures <br />Wastewater Treatment Capacity (page 3.15-39) <br />The Draft EIR stated that RWTF and LWRP serving the City of Pleasanton would have a combined <br />capacity. Although DSRSD RWTF currently has the hydraulic capacity to treat the potential increase in <br />wastewater flow associated with the Housing Element requirements, DSRSD plans to update the 2017 <br />RWTP Master Plan in 2024 to evaluate changed conditions that may impact the future loading capacity <br />of certain treatment processes. <br />'656' <br />3DJHRI <br /> <br /> <br />
