Site 27 (PUSD-Vineyard) <br />would comply with Land Use Objective 9 of the Vineyard Avenue Corridor Specific Plan, which <br />requires the establishment of unified site planning, architectural, and landscape development that <br />draws from the character of the Livermore Valley wine country, the approved Ruby Hill architectural <br />design concepts, and the traditions of the Southern European “vineyard village” design. <br />Additionally, development consistent with the Housing Element Update would be subject to <br />Measure PP, which protects the natural and scenic environment by limiting placement of residential <br />development on sites with slopes greater than 25 percent or within 100 vertical feet of a ridgeline. <br />Site 1 (Lester) may contain slopes of 25 percent or be within 100 feet of a ridgeline. Pursuant to <br />Measure PP and Program 21.3 of Chapter 2, Land Use Element, of the General Plan, no development <br />within Site 1 (Lester) would occur on slopes of 25 percent or greater or within 100 vertical feet of a <br />ridgeline. Development consistent with the Housing Element Update would also be subject to <br />Measure QQ, which aims to: (A) preserve scenic hillside and ridge views of specific ridges (i.e., <br />Pleasanton, Main, and Southeast Hills); (B) study the feasibility of preserving large open space areas <br />in the Southeast Hills; and (C) protect large contiguous areas designated as Open Space in the <br />General Plan. Pursuant to Measure QQ and Policy 21 of Chapter 2, Land Use Element, of the General <br />Plan, development consistent with the Housing Element Update would occur in such a way as to <br />preserve scenic hillsides and ridge views. Once the City receives development applications for <br />development consistent with the Housing Element Update), they would be reviewed by the City for <br />compliance with the goals, policies, and programs of the General Plan, including Program 21.3 <br />(Measure PP) and Policy 21 (Measure QQ). <br />Visual Character: The majority of the potential sites for rezoning are already developed or partially <br />developed with urbanized uses, are relatively small sites, or are completely surrounded by urbanized <br />uses. Development would not conflict with or diminish the existing scenic quality. However, Sites 1 <br />(Lester), 3 (PUSD-Donlon), 14 (St. Elizabeth Seton), 21a and b (Kiewit), 22 (Merritt), 26 (St. <br />Augustine), 27 (PUSD-Vineyard), 29 (Oracle) and portions of Site 24 (Sonoma Drive) are vacant. All <br />future development consistent with the Housing Element Update would be required to comply with <br />applicable General Plan policies that protect visual character, including Land Use Element Policy 8. All <br />future development consistent with the Housing Element Update would be required to incorporate <br />attractive architectural and site design features, as detailed in Policy 15. Further, in compliance with <br />Program 17.1, future development consistent with the Housing Element Update would be designed <br />to not conflict with surrounding development patterns or the physical conditions of a site. All future <br />high-density development would be required to include design treatments that enhance the <br />attractiveness of the streetscape and other publicly accessible areas through architectural detail, <br />neighborhood and public gathering areas, gardens, and public art, in compliance with Program 17.2. <br />Policy 4.1 of the Housing Element Update would result in the development of guidelines and <br />standards for residential and mixed-use development that would incorporate Objective Design <br />Standards to ensure future projects are attractive and well-designed, which, in turn, would ensure <br />compatibility with the existing visual character (Program 4.2). <br />The potential sites for rezoning were determined through a site evaluation and were chosen to <br />promote infill development in areas with proximity to existing transit and services and amenities,
