As part of the approval, the City Council will consider the following <br />discretionary actions: <br />• Adoption of the City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update. <br />• Certify the City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update Program <br />EIR. <br />• Amendments to the General Plan Land Use Element, including modifying the General <br />Plan land use map to indicate applicable designations for each housing site, along with <br />rezoning of land consistent with the programs contained in the Housing Element <br />Update to expand the inventory of land available for the development of housing. <br />Amendments to the Hacienda PUD Development Plan and the Vineyard Avenue <br />Corridor Specific Plan as necessary dependent on the specific sites to be rezoned. <br />• Zoning Code and Zoning Map Amendments. Pursuant to State law, the City has up to <br />three years following adoption of the Housing Element Update to rezone sites. It is <br />anticipated that sites would be rezoned following adoption of the Housing Element <br />Update, and that those actions would not take place concurrently. Conservatively, this <br />Program EIR assumes that rezoning would occur at the time of adoption of the <br />Housing Element Update. <br /> <br />Section 3.1—Aesthetics <br />Page 3.1-18, First Paragraph <br />In response to FOOTHI LL-2, the following paragraph has been revised: <br />However, as presented in Section 3.1.3, Regulatory Framework, the City has adopted <br />extensive policies and programs that protect scenic vistas and other scenic resources and <br />guide the integration of new development with the natural environment. Consistent with <br />these policies and programs, all future development would be required to undergo the <br />design review process. As described in the Municipal Code, Chapter 18.20, the design review <br />process is intended to preserve and enhance the city’s aesthetic values and to ensure the <br />preservation of the public health, safety, and general welfare. A design review application is
