•Roofs and Parapets: Slope and planes. The 2012 Housing DG establish only <br />guidelines regarding roofs and parapets. The proposed amendments establish two <br />standards: (1) multifamily development up to 40 feet in height provide a roof sloped <br />greater than 3-inches to 12-inches at the perimeter of the building and these sloped roof <br />areas must be provided at a minimum length of at least 60 percent of the length of the <br />building perimeter; and (2) roof planes must be subdivided to correspond to variations in <br />building massing with use of bays, gables, dormers, and strong eave elements. <br />•Materials and Character: Inside corner. "Materials and character" is another topic <br />where the 2012 Housing DG provide only guidelines, and the proposed amendments <br />seek to establish standards, while also maintaining some guidelines. The proposed <br />amendments would require that changes in building wall material or color occur at <br />inside corners (instead of side corners). A diagram to illustrate an inside corner has <br />been added. <br />•Materials and Character: Trim/architectural molding and high-quality materials. The <br />standards would require trim and architectural molding to be made from a different <br />material than the surrounding wall. Secondly, high-quality materials such as brick, <br />stone, masonry, tile, and architectural panels would be required for at least two percent <br />of the total exterior area of all exterior facades and for at least 20 percent of ground­ <br />floor exterior facades. <br />•Mixed-use and Live/work Active Frontages: Visibility. The proposed amendments would <br />add a requirement of mixed-use storefronts to be glazing for a minimum of 75 percent, <br />allow up to 20 percent of the cumulative window area to be frosted or fritted, require that <br />the average window sill height not exceed two feet from adjacent grade; and require <br />that interior partitions greater than four feet in height be setback at least 10 feet from <br />exterior glazing. <br />•Form, Proportion, and Scale: Significant architectural element. The 2012 Housing DG <br />include a section called, Gateway Corners, that includes design guidelines related to <br />buildings located on, for example, the corner of two public streets. This section is <br />proposed to be called, Form, Proportion, and Scale, and would establish a standard that <br />would require buildings provide a "significant architectural element4" when located: (1) <br />at the corner of two public streets; (2) at any terminus of a paseo connecting to adjacent <br />properties; and (3) at the terminus of a viewshed extending greater than one block <br />beyond the limits of the project site. <br />•Building Signage: Type of signage. The proposed standard would prohibit box signs <br />and backlit signs and require that interior signage obstruct no more than 20 percent of <br />window area. <br />•Compatibility with Surrounding Development: Development guidelines. The 2012 <br />Housing DG include guidelines regarding compatibility with surrounding development. <br />4 Defined in the proposed glossary as: (1) a corner tower or elevated corner roof volume that is at least five feet <br />taller than the adjacent building elements; (2) an open space plaza dedicated for public use that has a minimum <br />l dimension in each direction of 10 feet; or (3) a change in architectural features, including change in materials, <br />window patterns, or building fa9ade plane. <br />P20-0989, Objective Design Standards Planning Commission <br />11 of 14
