Objective Design Standards for Housing Sites <br />City of Pleasanton - 10 - DRAFT: December 14, 2022January 4, <br />2023 <br /> <br /> <br /> <br />E. Project Review and Approval Procedures <br /> <br />All development applications for the identified housing sites will be reviewed by the City through the <br />Planned Unit Development (PUD) procedure as defined in PMC Chapter 18.68, except that such <br />procedures shall be modified as follows:following procedures, known as a Housing Site Compliance <br />Review. This Compliance review shall provide for the City’s review of a proposed housing project <br />located on each of the sites identified in Figure 1 for compliance to applicable objective design standards <br />and related environmental mitigation measure. Note that 5th Cycle Carryover sites, shown in Figure 2 <br />may be eligible for similar review, but to do so, amendment of their existing PUD Ordinances to specify <br />the revised procedure would be required.: <br /> <br /> <br />1. Procedures for Review of projects <br />The reviewing body shall be limitedbased on project size as follows: <br /> <br />• Projects including up to 50 residential units (exclusive of any ADUs or Junior ADUs) shall be <br />reviewed by the evaluation of compliance ofZoning Administrator, who shall consider and <br />render a decision regarding whether the project to the complies with applicable objective design <br />standards established in this document,and related environmental mitigation measures, and <br />applicable objective standards as identified in . <br /> <br />• Projects including 51 or more residential units (exclusive of any ADUs or Junior ADUs) shall be <br />reviewed by the Planning Commission, which shall consider and render a decision regarding <br />whether the project complies with applicable objective design standards and related <br />environmental mitigation measures <br /> <br />In the case of projects subject to Zoning Administrator review, if, within 7 days of mailing the below- <br />referenced notice, the zoning administrator receives a request for hearing, the zoning administrator shall <br />schedule an administrative hearing within the time frame established by law for decisions made on <br />project. The zoning administrator’s decision shall be made either administratively if no hearing is <br />requested, or after the administrative hearing. <br /> <br />The Zoning Administrator or Planning Commission, as specified, shall approve the project if it complies <br />with: a) the requirements of the objective design standards and any other applicable objective standard <br />established with adopted City plans and documents including, but not limited to, the General Plan,; and <br />b) mitigation measures of any applicable Specific Planenvironmental document(s)). <br /> <br />If the project does not comply, conditions may be imposed to achieve compliance, or Planned Unit <br />Development Plan, and the project may be denied. <br /> <br />2. Application Submittal Requirements <br />The City shall separately develop a list of data and other materials required to be submitted as part of an <br />application for Housing Site Compliance Review. Until such time as that list is developed, any <br />application shall, at a minimum include, the information and data enumerated in PMC Chapter <br />18.68.110.D.1 through D.10., as well as information sufficient to clearly illustrate any proposed project <br />phasing. <br /> <br />3. Public Notification Required: Surrounding property owners within 1,000 feet of the project site shall <br />be mailed notice of the proposed Zoning Administrator action, or of the Planning Commission meeting, <br />as applicable. On-site project notification shall also be required, in conformance with the City’s adopted <br />policy. <br />
