PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY <br />BY DIRECTOR OF EMERGENCY SERVICES <br />WHEREAS, Chapter 2.44 of the Pleasanton Municipal Code empowers the Director of <br />Emergency Services to proclaim the existence of a local emergency when the City is affected by a <br />public calamity and the City Council is not in session; and <br />WHEREAS,the public health, safety and welfare of persons and property in the City of <br />Pleasanton are at risk due to severe rainstorms and atmospheric river systems generating high volumes <br />of rain, high winds, and local flooding, which began in late December 2022 and are continuing through <br />January 2023; and <br />WHEREAS, on January 4, 2023, Governor Gavin Newsom proclaimed a state of emergency in <br />the State of California due to these same severe winter storms; and <br />WHEREAS, on January 6, 2023, the County of Alameda proclaimed a local emergency <br />throughout the county due to these same winter storms; and <br />WHEREAS, staff from the City of Pleasanton's Police, Engineering, Operations Services, <br />Library and Recreation, and Community Development departments, as well as the Livermore- <br />Pleasanton Fire Department, have been in the field responding to calls for flooded streets, fallen trees, <br />coordinating sandbags for residents,providing information about shelters, closing streets made <br />impassible and providing other proactive and responsive emergency services; and <br />WHEREAS,the City Manager, as Director of Emergency Services of the City of Pleasanton, <br />does hereby find that: <br />1. Conditions of extreme peril to the safety of persons and property have arisen within the City <br />of Pleasanton due to the severe winter storms; and <br />2. That the City Council of the City of Pleasanton is not in session and cannot immediately be <br />called into session. <br />NOW, THEREFORE, IT IS HEREBY PROCLAIMED, that a local emergency now exists <br />throughout the City of Pleasanton; and <br />IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local <br />emergency the powers, functions, and duties of the emergency organization of this City shall be those <br />prescribed by state law, ordinances, and resolutions of this City, and by the City of Pleasanton <br />Emergency Plan. <br />Date and Time GerryBeaudin, Director of Emergency Services <br />and City Manager <br />ATTEST:APPROVED T FORM: <br />4,4 <br />J c lyn K ong, Clerk Daniel Sodergren, City Attorney <br />Local Emergency Proclamation by Director
