the design and prepare biddable construction documents, increasing the total task <br /> authorization amount from $74,480 to $111,395. <br /> DISCUSSION <br /> The designed system will divert recycled irrigation water collected in the underdrain <br /> system to the sanitary sewer for treatment at the DSRSD plant and not be discharged to <br /> the Alamo Canal as required by the State Water Board. The system design includes <br /> valving that will allow the underdrain system to discharge to the storm drain outfalls <br /> during the wet weather season when the irrigation system is disabled. This valving will <br /> avoid the expense of sending stormwater to the DSRSD plant for treatment. <br /> The work includes the installation of approximately 1,510 linear feet of new 8-inch <br /> gravity flow recycled water pipe by open trench and horizontal directional drill <br /> operations, 14 new manhole structures, two recycled water package pump stations with <br /> electrical and controls systems, and approximately 630 linear feet of new 2 and1/2-inch <br /> PVC recycled water force mains by open trench. The project will also rehabilitate four <br /> concrete storm drain outfalls, including approximately 580 linear feet of existing 18- to <br /> 48-inch diameter corrugated metal storm drainpipe using cured-in-place pipe liner. <br /> Since the work must occur during the dry season, at the same time the park is most <br /> heavily used, how the work impacts the park's usage was considered during the design. <br /> Open-cut trenching for the pipe installation is allowed in less heavily used park areas for <br /> cost control reasons, but directional boring of pipelines is required by the plans to <br /> minimize impact to heavily used park areas. As designed, it is anticipated that there will <br /> be minimal impacts on the Val Vista Community Park's daily field usage during <br /> construction. The contractor will be restricted to working within the fields until 3:30 p.m., <br /> Monday through Friday, unless otherwise approved by the City Engineer. The soccer <br /> fields will be utilized after 3:30 p.m. by the public and all fenced work areas will be <br /> secured by 3:30 p.m. The contractor will not be allowed to work on Fridays during the <br /> 2023 sports tournament season at Val Vista Community Park. <br /> Bids <br /> Sealed bids for this project were opened on December 9, 2022. A total of nine bids were <br /> submitted, but due to anomalies on the bid proposal sheet from one bidder that affected <br /> both a unit cost and the total cost, it was not possible to determine their intended bid <br /> amount and therefore their bid was deemed non-responsive and rejected. The eight <br /> responsive bids range from the low bid amount of$1,561,960.50 from Golden Bay <br /> Construction, Inc. to a high bid of$2,184,624. The low bid is approximately 11 percent <br /> lower than the Engineer's Estimate of$1,747,480 (see Attachment 2). Past work <br /> performed by Golden Bay Construction, Inc. has been verified to be satisfactory. Staff <br /> recommends awarding the construction contract to Golden Bay Construction, Inc. <br /> Consultant/Specialty Services <br /> Under an existing on-call contract with the City, Pakpour Consulting Group, the project <br /> designer, will be providing construction support services to review shop drawings, <br /> respond to requests for information, and periodic inspections. The task authorization for <br /> construction support services is estimated to cost $74,927, but payment will be made <br /> based on time and materials. <br /> Page 3 of 4 <br />
