BACKGROUND <br /> The California Department of Justice Tobacco Grant was created by the Office of the <br /> Attorney General in 2017 to provide annual funds to local enforcement agencies <br /> throughout California. Local public agencies within the State of California that have the <br /> authority to enforce tobacco-related state laws or local ordinances are eligible to apply. <br /> Grantees may use grant funds to enforce a local ordinance or state law related to the <br /> illegal sale and marketing of tobacco products, including e-cigarettes, to minors and <br /> youth. These enforcement efforts may include, but are not limited to: <br /> • Retailer compliance checks <br /> • Enforcement of flavor ban laws/ordinances <br /> • Consumer protection enforcement <br /> • Illegal online sales and marketing, including use of door-to-door delivery services <br /> • Retailer training programs <br /> • Public education outreach <br /> • Tobacco retail license inspections <br /> This was the City of Pleasanton's first application to this grant. <br /> DISCUSSION <br /> The City of Pleasanton has historically provided anti-drug education to elementary <br /> school students through Drug Abuse Resistance Education (DARE) programming, <br /> although the DARE program has since been replaced with new curriculum using the <br /> digital Second Step Elementary School Program centering on social-emotional learning <br /> (SEL), designed by Pleasanton Unified School District in cooperation with the <br /> Pleasanton Police Department. This grant will expand anti-tobacco education and <br /> support citywide tobacco enforcement. <br /> This 0.5 FTE police officer funded by this $431,459 grant will be responsible for <br /> implementing the following requirements of the grant: <br /> • Increase communication, education, and outreach regarding the risks of <br /> underage tobacco use to all fifth and seventh grades Pleasanton Unified School <br /> District classes; and <br /> • Conduct minor decoy and "shoulder tap" operations; and <br /> • Work with the City's code enforcement officer to inspect tobacco retail license <br /> (TRL) operations. <br /> Submitted by: Fiscal Review: Approved by: <br /> 1 <br /> David Swing Susan Hsieh Gerry Beaudin <br /> Police Chief Finance Director City Manager <br /> Attachments: <br /> 1.
