9 <br /> THE CITY OF Its <br /> ���� 'r' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> January 17, 2023 <br /> Fire <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO <br /> EXECUTE A LETTER OF INTENT WITH THE ALAMEDA COUNTY FIRE <br /> DEPARTMENT TO NEGOTIATE THE TERMS OF A PROPOSAL FOR <br /> AMBULANCE SERVICES AND/OR EMERGENCY MEDICAL SERVICE IN <br /> ALAMEDA COUNTY <br /> SUMMARY <br /> The Alameda County Fire Department (ACFD) has notified agencies within Alameda <br /> County's Exclusive Operating Area (EOA) of its intent to bid on the next contract for 911 <br /> Emergency Medical Services (EMS) transport. The ACFD has also provided notice to <br /> cities within the EOA of the possibility for local involvement should ACFD be awarded <br /> the contract. Staff recommends authorizing the City Manager to execute a letter of <br /> intent to determine options, if any, for local involvement. <br /> RECOMMENDATION <br /> Staff recommends City Council adopt a resolution (Attachment 1) authorizing the City <br /> Manager to execute a letter of intent with the Alameda County Fire Department to <br /> negotiate the terms of a proposal for ambulance services and/or emergency medical <br /> services in Alameda County. <br /> FINANCIAL STATEMENT <br /> There are no fiscal impacts other than the staff time needed to negotiate with ACFD. <br /> Those negotiations will determine the eventual fiscal, in-kind, and/or staffing <br /> implications of the proposal for involvement. Once this proposal has been finalized, staff <br /> will share details of the proposal with the City Council and request authorization to enter <br /> into a formal memorandum of understanding or other agreement with ACFD if <br /> Pleasanton is to have a role and if ACFD is awarded the contract. <br /> BACKGROUND <br /> Currently, in Alameda County, 911 ambulance transport services are provided in one of <br /> the following ways: <br /> 1.
