BACKGROUND <br /> On January 9, 2023, the City Manager, acting as the Director of Emergency Services, <br /> did proclaim the existence of a local emergency within the city due to the severe storms, <br /> as allowed by Municipal Code section 2.44.060.A.1. <br /> On January 11, 2023, the City Council will consider a resolution ratifying and confirming <br /> the City Manager's proclamation of the existence of a local emergency. <br /> When a local emergency is in effect, the Director of Emergency Services is authorized <br /> to obtain vital supplies and equipment if required immediately per Pleasanton Municipal <br /> Code section 2.44.060.A.6.b. <br /> DISCUSSION <br /> Due to the dynamic nature of the severe storms which have given rise to the local <br /> emergency, the City may need to obtain vital supplies and equipment, and contract for <br /> emergency services. This need will likely be immediate and time-sensitive. <br /> Normally, under the municipal code, Purchase Procedures and Manual, and state law, <br /> there can be formal steps involving bidding processes that take several weeks, as well <br /> as the requirement to obtain City Council approval prior to entering into contracts at <br /> certain dollar thresholds. Delegating authority to the City Manager, or their designee, to <br /> approve and execute contracts for storm-related emergency supplies and services will <br /> facilitate timely emergency response to promptly protect public health, safety and <br /> welfare. <br /> Proposed as part of the resolution is a requirement that the City Manager report to the <br /> City Council all purchasing actions taken pursuant to this delegation of authority. This is <br /> proposed to be a public report at the next City Council meeting after such purchases <br /> occur. <br /> This delegation of authority is proposed to only remain in effect during the local <br /> emergency for the severe storms. <br /> Submitted b Fiscal Review: <br /> Gerry Beaudin Susan Hsieh <br /> City Manager Finance Director <br /> Attachment: <br /> 1.
