P22-0969, Stoneridge Mall Framework Planning Commission <br />4 of 6 <br />for adjustments between land owners of, for example, property, housing units, location <br />of public spaces. <br />Staff’s response to these proposals is indicated in the Discussion section of this report. <br />DISCUSSION <br />In keeping with the objectives of Stoneridge Mall Framework, staff and the professional <br />services team has drafted a document that includes components of the Framework, enclosed <br />as Exhibit A to this report, for consideration and recommendation by the Planning Commission. <br />The content of the document is the culmination of the feedback provided by the Commission <br />and Council, the community, and the consensus of the property owners. After the Planning <br />Commission provides its recommendation, the Framework Components will be provided to the <br />City Council for consideration and adoption at its special meeting scheduled for January 26, <br />2023, alongside with the 2023-2031 (6th Cycle) Housing Element and Objective Design <br />Standards. The Draft Stoneridge Mall Framework Components is summarized below. <br /> <br />Draft Stoneridge Mall Framework Components <br />The Framework Components include: <br />• Background information; <br />• Vision statement; <br />• Guiding principles; <br />• Allocation of housing units for each of the six mall parcels for the 2023-2031 (6th Cycle) <br />Housing Element; and <br />• Design and placemaking elements that would be reflected in a future Framework Plan <br />or other comprehensive master plan. <br /> <br />Background <br />The background information includes a summary of the existing parcelization and ownership, <br />history of development of the regional mall, existing zoning, the existing Development <br />Agreement, Reciprocal Easement Agreements, prior land uses changes (i.e., the rezoning that <br />occurred with the 4th Cycle Housing Element), and the Framework process to date. <br />Vision Statement <br />The Vision Statement in the Framework Components is consistent with both that shared at the <br />September 26 Community Meeting and that provided by the three ownership entitie s: <br />Stoneridge shall continue to be a community destination that will evolve into a <br />more vibrant mixed-use community with retail, housing, commercial, dining and <br />entertainment activities that are strong economic contributors to the City of <br />Pleasanton. The City, in collaboration with the Stoneridge lando wners, will <br />establish a new district that facilitates development of an integrated, sustainable, <br />mixed-use neighborhood, with well-connected walking, biking, vehicular and <br />transit corridors throughout the property, and a range of high -quality public and <br />private gathering spaces and placemaking amenities. <br />
