Objective Design Standards for Housing Sites <br />City of Pleasanton - 5 - DRAFT: December 14, 2022 <br />E. Project Review and Approval Procedures <br />All development applications for the identified housing sites will be reviewed by the City through the <br />Planned Unit Development (PUD) procedure as defined in PMC Chapter 18.68, except that such <br />procedures shall be modified as follows: <br />Review of projects shall be limited to the evaluation of compliance of the project to the <br />applicable objective design standards established in this document, environmental mitigation <br />measures, and applicable objective standards as identified in other adopted City plans and <br />documents including, but not limited to, the General Plan, applicable Specific Plan(s) or Planned <br />Unit Development Plan, and the Pleasanton Municipal Code. <br />The approving body for such compliance review shall be the Planning Commission, with such <br />decision appealable to the City Council in accordance with the procedures established in PMC <br />Section 18.68.190. The City Council may also elect to review the decision of the Planning <br />Commission in accordance with the review procedures set forth in the PMC. <br />The above procedures shall not apply to projects or sites for which legislative action, such as <br />annexation, is required, with such projects subject to the City’s standard PUD process/procedures. <br />MSR note: to ensure this process is actually <br />streamlined, "PUD conformance" should involve <br />City planning staff and not Planning Commission <br />approval. This is appropriate because review will <br />apparently only involve confirmation that a project <br />complies with objective design standards and not <br />involve discretionary policy determinations.
