P20-0989, Objective Design Standards Planning Commission <br />7 of 7 <br />• Addition of language regarding modification or demolition of historic buildings, indicating <br />that the first approximately 10 feet of original structure must be retained and <br />incorporated into proposed construction, with exception referring to Downtown Specific <br />Plan Policy Historic Preservation-Policy 2; and <br />• Addition of definition for, “Active Frontage” to glossary, with acknowledgement and <br />deference to the Active Ground Floor Use Overlay in the Downtown Specific Plan for <br />properties subject to the overlay. <br />PUBLIC NOTICE AND PUBLIC COMMENTS <br />Notification of this item has been published in The Valley Times as an upcoming agenda item <br />for the January 11, 2023, Planning Commission meeting. A letter indicating this item and <br />hearing date was also sent to property owners of all of the housing sites being considered for <br />rezoning as part of the 2023-2031 Housing Element. This item was also included as an <br />upcoming agenda item in the “Agenda Highlights” of the January 6, 2023, publication of the <br />Pleasanton Weekly. At the time this report was prepared, staff has not received comments <br />regarding the version of the draft ODS enclosed with this report. However, as noted, public <br />comments were submitted in response to the draft ODS provided to the Planning Commission <br />and City Council for review in December 2022; these comments are enclosed with this report <br />as Exhibit D. <br />CONCLUSION <br />The proposed draft objective design standards would apply to 6th Cycle Housing Element sites <br />and the R-M, C-C and M-U standards would apply to smaller infill projects in zoning districts <br />that allow residential multifamily or mixed-use development. Adoption of the objective design <br />standards concurrent with the Housing Element would ensure that proposed development is <br />consistent with these standards, and that smaller infill projects are also subject to the relevant <br />objective standards.
