P20-0989, Objective Design Standards Planning Commission
7 of 7
• Addition of language regarding modification or demolition of historic buildings, indicating
that the first approximately 10 feet of original structure must be retained and
incorporated into proposed construction, with exception referring to Downtown Specific
Plan Policy Historic Preservation-Policy 2; and
• Addition of definition for, “Active Frontage” to glossary, with acknowledgement and
deference to the Active Ground Floor Use Overlay in the Downtown Specific Plan for
properties subject to the overlay.
PUBLIC NOTICE AND PUBLIC COMMENTS
Notification of this item has been published in The Valley Times as an upcoming agenda item
for the January 11, 2023, Planning Commission meeting. A letter indicating this item and
hearing date was also sent to property owners of all of the housing sites being considered for
rezoning as part of the 2023-2031 Housing Element. This item was also included as an
upcoming agenda item in the “Agenda Highlights” of the January 6, 2023, publication of the
Pleasanton Weekly. At the time this report was prepared, staff has not received comments
regarding the version of the draft ODS enclosed with this report. However, as noted, public
comments were submitted in response to the draft ODS provided to the Planning Commission
and City Council for review in December 2022; these comments are enclosed with this report
as Exhibit D.
CONCLUSION
The proposed draft objective design standards would apply to 6th Cycle Housing Element sites
and the R-M, C-C and M-U standards would apply to smaller infill projects in zoning districts
that allow residential multifamily or mixed-use development. Adoption of the objective design
standards concurrent with the Housing Element would ensure that proposed development is
consistent with these standards, and that smaller infill projects are also subject to the relevant
objective standards. Staff recommends the Planning Commission review, consider, and
provide a favorable recommendation regarding the ODS as identified in Exhibit A to this
agenda report, such that its review and adoption may be considered by City Council to be
coincident with adoption of the 2023-2031 (6th Cycle) Housing Element.
Primary Author: Shweta Bonn, Senior Planner, 925-931-5611 or sbonn@cityofpleasantonca.gov
Reviewed/Approved By:
Ellen Clark, Director of Community Development
