P20-0989, Objective Design Standards Planning Commission <br />5 of 7 <br />• Requirement that grass planting areas (exclusive of group ope n space areas) are <br />limited to no more than five percent of all planting area (where previously this was a <br />guideline); <br />• Clarification to wording regarding site lighting standards; <br />• Clarification to requirement regarding solid waste that all trash collection facilities be <br />designed to accommodate collection and separation of three separate waste streams, <br />and that individual solid waste containers for single-family homes, if not accommodated <br />in a garage, be enclosed in a side or rear yard, behind a fence and gate; <br />• Clarification that projects with interior rooms with solid waste bins that remain until pick <br />up must obtain verification from the solid waste franchisee that the bins or carts can be <br />collected from the staging area; <br />• Indication that the stepback requirement for buildings taller than three stories apply on <br />facades fronting public streets, publicly-accessible open spaces and property lines <br />adjoining existing single-family uses; <br />• Modification to massing break requirements for buildings at the Stoneridge Shopping <br />Center such that larger buildings (with a façade greater than approximately 300 feet in <br />length) require a massing break at least each approximately 300 feet with a minimum <br />width and depth each of approximately 25 feet; <br />• Modification to the maximum width for a garage in single-family developments to be <br />based on the lot width and to account for three-car garages (in which case the third <br />space in the garage must be tandem for parcels under approximately 10,000 square <br />feet in size); <br />• For single-family developments, modification to the percentage of the residential square <br />footage above the ground floor to be gradated based on lot size, such that smaller lots <br />would be allowed to have larger upper stories (as a percentage of ground floor area), <br />compared to larger lots; <br />• Modification that in single-family developments the porch must be scaled to be <br />20-percent of the frontage width of the building (where 10 -percent was identified in the <br />December 2022 ODS); <br />• Requirement that in single-family development garages accessed from the street are to <br />be recessed a minimum of six feet behind the front building façade facing the street; <br />• Clarifying language to indicate buildings entirely under approximately 40 feet in height <br />or less must provide a roof slope greater than approximately three inches to <br />approximately 12 inches (3:12) at the perimeter of the building, but that buildings with <br />varied heights that are above and below approximately 40 feet may include either flat or <br />sloped roofs (or a combination) with the intent of maintaining architectural consistency ; <br />• Clarification regarding building materials that trim and architectural molding not be made <br />from foam base (where the December 2022 ODS indicated trim and architectural <br />molding be “a different materials than the surrounding wall”); <br />• Clarification that a building must provide a significant architectural element when <br />located at the terminating end of a view corridor; <br />• Requirement that development on sites less than three acres containing multiple <br />buildings with varying height must locate the tallest structure(s) furthest from the <br />property line abutting single-family land uses; <br />• Requirement that multifamily development on sites approximately three acres or greater <br />locate the tallest structure(s) at the interior of the site or at frontages adjacent to arterial <br />or collector streets; less tall structures shall be positioned on the portions of the property <br />located closest to existing residential development (similarly, development on sites less
