THE CITY OF <br /> - d..I <br /> LE ASANTONO <br /> MEMORANDUM <br /> Date: December 20, 2022 SUPPLEMENTAL MATERIAL <br /> To: Mayor and City Council Provided to the City Council <br /> From: Gerry Beaudin, City Manager After Distribution of Packet <br /> Ellen Clark, Director of Community Development2 <br /> ©ate <br /> Subject: Housing Element Update, Item 21 <br /> This memorandum provides supplemental information to the City Council in advance of the December <br /> 20, 2022,meeting, including: <br /> 1)A summary of comments provided by the Housing Commission on December 12, 2022, and the <br /> Planning Commission December 14, 2022 <br /> 2) In response to a question raised by a Planning Commissioner at the meeting, additional <br /> information on the specific repercussions or consequences for non-compliance with State law as it <br /> relates to Housing Element adoption and certification, and to housing-related law more generally, <br /> including housing element compliance. <br /> 3)Notes, for individual sites that may be suitable for adjustments to density ranges, on the additional <br /> capacity that may be yielded by making such changes. <br /> 4) For more convenient reference,a summary of the 24 Housing Element sites under consideration, <br /> including density ranges as currently proposed in the Draft, alongside the calculation of minimum, <br /> maximum and assumed density. <br /> 1. Summary of Input at Housing Commission and Planning Commission Hearings <br /> The Housing Commission and Planning Commission discussed the Housing Element Update at <br /> meetings on December 12, 2022, and December 14, 2022, respectively. The agenda report was finalized <br /> ahead of meeting completion, so a summary of the comments is provided below. <br /> Housing Commission Review <br /> Generally,the Housing Commission supported the program/policy adjustments in response to HCD and <br /> the rezone site list proposed by staff. Housing Commissioners had a variety of questions including: <br /> • Compliance with State Law and if the suggested changes will be acceptable by HCD <br /> • Objective Design Standards adoption timeline <br /> • Scope of Inclusionary Zoning Ordinance (IZO)update <br />
