Additional Changes and Next Steps
Several key components of the objective design standards have yet to be finalized,
including the final map and list of housing sites to be included in the Housing Element
(as directed by City Council at this December 20 meeting), General Plan land use and
zoning designations for the Housing Element sites, and establishing permitted and
conditionally permitted uses on mixed-use sites to be referenced in the R-M, C-C, and
M-U District standards.
Staff will return to the Planning Commission and City Council for a final review
recommendation of adoption of the objective design standards in January 2023 to
dovetail with adoption of the Housing Element.
CONCLUSION
The proposed draft objective design standards would apply to 6th Cycle Housing
Element sites as well as to smaller infill projects in zoning districts that allow residential
multifamily or mixed-use development. Adoption of the objective design standards
concurrent with the Housing Element will ensure that proposed development is
consistent with these standards, and that smaller infill projects are also subject to the
relevant objective standards. Staff recommends the City Council review the draft ODS
and provide feedback, based on which an updated draft of the ODS will be presented
for consideration in January 2023.
u mitted Approved by:
Ellen Clark -rry Beaudin
Director of Community Development City Manager
Attachments:
1.
