22 <br /> THE CITY OF <br /> o, __� A.� CITY COUNCIL AGENDA REPORT <br /> pLEASANTON... <br /> December 20, 2022 <br /> Community Development <br /> TITLE: REVIEW OF DRAFT OBJECTIVE DESIGN STANDARDS FOR NEW <br /> RESIDENTIAL DEVELOPMENT <br /> SUMMARY <br /> In response to recent changes in State law that seek to streamline and increase <br /> housing production, the City is updating existing design guideline documents relevant to <br /> residential development such that they provide objective standards. These State law <br /> changes are focused on making approval processes more routine and predictable for <br /> developers by creating objective standards in lieu of more discretionary or subjective <br /> review procedures. The objective standards enclosed with this agenda report are, in two <br /> separate documents, those that apply to the Draft 6th Cycle Housing Element sites (and <br /> that have been carried over from the 4th Cycle Housing Element), and those that apply <br /> to multifamily or mixed-use development in the R-M, C-C, and M-U Districts. <br /> The Planning Commission reviewed draft objective design standards (ODS) in <br /> September 2021 and again on December 14, 2022. The draft ODS are now being <br /> provided to the City Council for review and feedback in preparation for adoption of 6th <br /> Cycle Housing Element in January 2023. <br /> STAFF RECOMMENDATION <br /> Staff recommends the City Council provide feedback on the draft ODS for the Housing <br /> Element Sites and R-M, C-C, and M-U District sites, in preparation for adoption of the <br /> 6th Cycle Housing Element in January 2023. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission reviewed the ODS at its December 14, 2022, meeting. Staff's <br /> presentation to the City Council will include the input provided at the commission <br /> meeting, as it is not provided in this report due to the limited timing between the meeting <br /> date and distribution of this report. <br /> FISCAL IMPACT <br /> There is no fiscal impact to the City as a result of review or implementation of the ODS. <br />
