BACKGROUND <br /> On November 15, 2022, the City Council authorized staff to develop a citywide strategic <br /> plan and to enter into a professional services agreement with a firm to assist in <br /> developing the plan. <br /> DISCUSSION <br /> Staff reviewed the programmatic offerings of Civic Makers, Crowe LLP, and Baker Tilly <br /> US LLP (formerly Management Partners) as these firms have expertise in developing <br /> strategic plans with municipal governments. Baker Tilly was noted as the most effective <br /> and practical vendor to design and develop a strategic plan process that would provide <br /> the most effective framework for the City to use in the coming years. Baker Tilly is a <br /> highly-regarded advisor to the public sector and provides services to state and local <br /> governmental entities nationwide, including municipalities, special districts, counties, <br /> public utilities, school districts and transit. Baker Tilly is well-acquainted with the City of <br /> Pleasanton which will efficiently build on the foundation of information gathered through <br /> prior work guiding the creation of strategic plans for City departments and knowledge of <br /> the organization and community as the plan is developed. <br /> After review of competitive offerings, Baker Tilly US LLP was identified to be a sole <br /> source vendor to develop a citywide strategic plan, as they can deliver a scope of work <br /> that is most aligned with the City's needs and there is no reasonable expectation that a <br /> meaningful cost or other improvement could be realized over the previous performance <br /> of services provided by Baker Tilly (formerly Management Partners). The team selected <br /> to work on this project by Baker Tilly has direct experience working with the City over <br /> the last ten years to develop department strategic plans, and has a unique and deep <br /> understanding of the community and the City organization. <br /> This agreement in the amount not to exceed $86,800 is expected to accommodate the <br /> development of a strategic plan through June 30, 2024 as well as an accompanying <br /> implementation plan. <br /> Submitted by: Fiscal Review: Approved by: <br /> Becky Hop ins Susan Hsieh Gerry Beaudin <br /> Assistant to the Finance Director City Manager <br /> City Manager <br /> Attachments: <br /> 1.
