CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> September 20, 2022 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> CALL TO ORDER <br /> Vice Mayor Arkin called the regular meeting of the City Council to order at the hour of 7:01 p.m. from <br /> the Council Chamber located at 200 Old Bernal Avenue and via Zoom. <br /> Councilmember Narum led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown (via Zoom) <br /> Absent: None <br /> AGENDA AMENDMENTS — None. <br /> CONSENT CALENDAR <br /> City Attorney <br /> 1. Adopt findings regarding public health related to the Covid-19 pandemic to support continued <br /> virtual public City meetings per Resolution No. 21-1249 <br /> Recommendation: Adopt by minute order the following findings: <br /> 1) COVID-19 variants continue to result in illness, isolation, and exposure of others; <br /> 2) Many City commissions and committees have large memberships, and meeting rooms where <br /> there is not sufficient space for physical distancing, nor robust air purifying, to safely reduce <br /> possible exposure, particularly with many persons asymptomatic. <br /> City Manager <br /> 2. Approve professional service agreement with Townsend Public Affairs, Inc. for Legislative <br /> Advocacy Services for the Tri-Valley Cities Coalition not to exceed $750,000 for a five-year term <br /> and approve memorandum of understanding with Tri-Valley Cities of Dublin, Livermore, San <br /> Ramon and Town of Danville. <br /> Recommendation: Approve the agreements and authorize the City Manager to execute the <br /> agreements. <br /> 3. Approve the minutes of March 1 and March 15, 2022 <br /> Recommendation: Approve the minutes. <br /> Community Development <br /> 4. Actions of the Zoning Administrator and Planning Commission <br /> Recommendation: Receive report. <br />
