CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> September 6, 2022 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> CALL TO ORDER <br /> Mayor Brown called the regular meeting of the City Council to order at the hour of 7:00 p.m. from the <br /> Council Chamber located at 200 Old Bernal Avenue and via Zoom. <br /> Councilmember Balch led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Absent: None <br /> AGENDA AMENDMENTS — None. <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Approve minutes of February 15 and February 24, 2022 <br /> Recommendation: Approve minutes. <br /> 2. Adopt a resolution authorizing the City Manager to pursue deployment of solar and battery energy <br /> systems at critical municipal facilities in partnership with East Bay Community Energy (EBCE) and <br /> making findings for California Environmental Quality Act (CEQA) Exemption <br /> Recommendation: Adopt Resolution No. 22-1323. <br /> Community Development <br /> 3. Actions of the Zoning Administrator <br /> Recommendation: Receive report. <br /> Engineering <br /> 4. Accept public improvements performed by DPI, Inc. for the Annual Water Distribution System <br /> Improvements Project, CIP No. 22183 <br /> Recommendation: <br /> 1) Accept the project as complete and authorize the City Clerk to file a Notice of Completion; <br /> 2) Authorize release of the retention in the amount of $42,241 to DPI, Inc. 30 days after the <br /> recordation of the Notice of Completion: <br /> 3) Authorize the return of the project's balance of $12.054 to the Water Replacement fund (Fund <br /> 421) <br /> Human Resources <br />
