Utility and Service Area Location and Design <br />Utility and service functions should be completely contained and their impacts on development aesthetics and <br />pedestrian safety should be mitigated. Buildings and site plans should be organized to minimize the impact of <br />servicing functions and utilities on streets, open spaces, and paseos. <br /> <br /> <br /> <br />Design Standards <br />All Sites <br />B8.1 Utility and Service Areas shall be located to comply with all of the following standards: <br />a. Refuse and service areas shall be located at the rear of the building(s); <br />b. Exterior refuse areas shall be located outside of a 50 feet radius centered on the Primary Building <br />Entrance and shall be screened by opaque, roofed enclosures built of durable materials and <br />designed to harmonize with the proposed architecture; <br />c. Freestanding exterior enclosures shall be prohibited from encroachment into the Front Yard <br />Setback <br />d. Sites narrower than 100 feet in width shall locate all utilities and services at the location farthest <br />from the primary building entrance and any public street intersections. <br />B8.2 The following mechanical equipment, services, and utilities shall be screened with vision barriers at a <br />height of at least four feet; or 12 inches above the maximum height of any equipment contained or <br />equipment contained or stored within; whichever is greater. Vision barriers shall include, but are not <br />limited to, architectural elements such as louvered panels, durable walls or gates, or landscape <br />elements such as trees, shrubs, vines, and berms. <br />a. All utility equipment visible from, and located within 30 feet of a public right of way, unless <br />specifically prohibited by utility providers; including, but not limited to, transformers, pump <br />stations, backflow preventers, and valves. <br />b. Any mechanical equipment located at grade, exceeding two feet in height, and located within 15 <br />feet of a public right of way, designated open space, pedestrian connection, or internal street; <br />including, but not limited to air conditioning condensers, ventilator fans, chillers, and <br />permanently installed generators. <br />
