Objective Design Standards for Multifamily Housing in R-M, C-C, and M-U Zoning Districts <br />City of Pleasanton - 7 - December 14, 2022 - DRAFT <br /> <br /> <br />PART 2 <br />DEVELOPMENT STANDARDS AND GUIDELINES <br />A. GENERAL DEVELOPMENT STANDARDS <br />The intent of these objective standards is to provide clear, concise, and actionable baselines to ensure an <br />acceptable quality of residential development within Downtown Pleasanton and sites with R-M and C-C <br />District outside of downtown. <br /> <br />A1. FRONTAGE IMPROVEMENT STANDARDS <br />Design Standards <br />All Sites <br />A1.1 Development shall provide street trees or replace diseased or damaged trees to achieve a maximum <br />average spacing of 35 feet on center for the length of the project frontage. <br />A1.2 Overhead utility lines shall be undergrounded for all projects except those containing fewer than five <br />units, and less than 50 feet of cumulative street frontage. <br />A1.3 Development shall locate all electrical transformers in underground vaults or in electrical rooms within the <br />building except where there would be fewer than five units, and less than 50 feet of cumulative street <br />frontage. <br />Downtown Sites <br />A1.4 Development shall extend the sidewalk network by improving public sidewalks to eliminate gaps at street <br />frontages as defined in Figure 5-1 of the Downtown Specific Plan. <br />A1.5 Development proposed for Main Street, First Street, Division Street, and Peters Avenue shall provide <br />public sidewalks and streetscape design in compliance with section 4-4 of the Downtown Specific <br />Plan <br /> <br />Design Guidelines <br />Downtown Sites <br />A1.a Tree cell or suspended pavement systems are strongly encouraged for street tree plantings in paved <br />sidewalk and amenity areas. <br /> <br />A2. GENERAL SITE STANDARDS FOR DOWNTOWN SITES <br />Design Standards <br />Downtown Sites <br />A2.1 Proposed Development within the designated Downtown area shall conform to the uses described in the <br />Downtown Specific Plan <br />A2.2 Standardized exterior architecture (franchise architecture) shall be prohibited at the building and tenant <br />scale. Exterior design and signage shall be modified as necessary to comply with these Design Standards. <br />A2.3 Tents or other temporary structures are prohibited from front yards, side yards, and locations visible from <br />any public street. Parklets submitted through the Parklet permitting process and found to be in conformance <br />with the Pleasanton Parklet Design Guidelines shall be exempt from this standard.
