DRAFT Redlines <br />Housing Element Section 4B <br />Zoning Ordinance requirements be met by building housing affordable to lower- and moderate- <br />income households. The City will continue to offer incentives to encourage and facilitate the <br />production of affordable inclusionary units, as a component of the Ordinance. <br /> <br />Policy 2.4 <br />Advocate for changes in Federal and State legislation that provides incentives for the <br />development of housing for special needs and housing affordable to extremely low-, very low-, <br />and low-income households, and that increases State and Federal funding to support the <br />production of below-market-rate housing and overcome barriers to housing affordable to very low- <br />and low-income households. <br /> <br />Policy 2.5 <br />Seek opportunities and apply when eligible, for Federal, State and regional grants offered for <br />mixed-use development near transit centers, including grant funding to upgrade infrastructure and <br />transportation needed to support new high-density and transit-oriented development, as well as <br />for the construction of affordable housing projects. <br /> <br />Policy 2.6 <br />When allocating City funding or resources, or granting incentives and regulatory relief as available <br />to the City, the City will make such decisions with Priority 1 projects deemed to be those for which <br />the greatest consideration should be given for such measures to be applied: <br />Priority 1. Housing developments providing units affordable to extremely low-, very low-, <br />and/or low-income households in perpetuity, at a proportion that is at least 10 percentage <br />points higher than the applicable Inclusionary Zoning Ordinance (IZO) rate (e.g., if the IZO <br />rate is 20 percent, the project provides at least 30 percent inclusionary). Such projects will <br />be eligible for the following incentives to encourage this increased level of affordable <br />housing: <br />o Priority for the Growth Management affordable-housing sub allocation, if <br />applicable <br />o Expedited permit processing <br />o Fee waivers <br />o Contributions from the Lower Income Housing Fund <br />o Use of available City-owned land <br />o Density bonuses <br />o City assistance in obtaining financing or funding
