Bi-Annual update to the City Council regarding Police Department operations, services and <br />activities <br />Recommendation: Receive update <br />Police Chief David Swing presented the item. Chief Swing and Captain Kurt Schlehuber <br />responded to questions from the City Council. <br />Vice Mayor Arkin opened public comment. Vice Mayor Arkin closed public comment. <br />12. lntroduce and waive first reading of an Ordinance amending Ordinance No. 2238 approving the <br />Pleasanton Police Department's Military Equipment Use Policy and approve the purchase of a <br />command vehicle and crime scene investigation vehicle from lDV, lncorporated in the amount of <br />$1,326,711 <br />Recommendation: <br />1) lntroduce and waive the first reading of Ordinance No. 2240; <br />2) Approve the purchase of a command vehicle and crime scene investigation vehicle from LDV <br />lnc in the amount of $1,326,711. <br />Police Captain Larry Cox and Lieutenant Brandon Stocking presented the item and responded to <br />questions from the City Council. <br />Vice Mayor Arkin opened public comment. Vice Mayor Arkin closed public comment. <br />MOTION: lt was m/s by Balch/Testa to introduce Ordinance No. 2240 and approve the purchase <br />of the vehicles as recommended with an amendment to include that the Chief of Police may <br />authorize the use of the command vehicle for display at community and city-sponsored events. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br />Noes: None <br />Absent: None <br />Vice Mayor Arkin recessed the meeting at 9:32 p.m. and reconvened the meeting at 9:39 p.m. <br />13. lntroduce and waive first reading of an Ordinance creating Chapter 20.75 of the Pleasanton <br />Municipal Code regarding Universal Design in new single-family, duplex and triplex residential <br />development, and direct staff to amend accessibility conditions of approval for multi-family <br />residential development <br />Recommendation. <br />1) Find that the proposed amendments to the Pleasanton Municipal Code (PMC), comprising a <br />new Chapter 20.75 Universal Design, are not considered a project under Division 13 <br />(commencing with Section 21000) of the Public Resources Code and are categorically exempt <br />from the California Environmental Quality Act (CEQA) pursuant to Section 15303; and <br />City Council Minutes Page 3 of 4 September 20,2022
