CITY OF PLEASANTON <br /> CITY COUNCIL SPECIAL MEETING MINUTES <br /> June 28, 2022 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> SPECIAL MEETING <br /> Mayor Brown called the hybrid special meeting of the City Council from the Council Chamber located at <br /> 200 Old Bernal and via Zoom to order at the hour of 6:00 p.m. Mayor Brown led the Pledge of <br /> Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Absent: None <br /> PUBLIC COMMENT — None. <br /> OTHER MATTERS <br /> If necessary to ensure completion of the following items, the Mayor may alter time limits. <br /> 1. Introduced proposed Memorandum of Understanding between the Livermore-Pleasanton Fire <br /> Department Joint Powers Authority and the International Association of Firefighters (IAFF), Local <br /> 1974 with term ending June 30, 2025 <br /> Debra Gill provided a presentation on the elements of the proposed contract. She gave a background <br /> of IAFF and the process of developing a successor agreement. <br /> Mayor Brown opened the public hearing. There being no speakers, Mayor Brown closed the public <br /> hearing. <br /> The City Council provided comment. <br /> Mayor Brown inquired whether City of Livermore has approved the contract. Ms. Gill confirmed that <br /> City of Livermore has approved the contract. <br /> 2. Reviewed updated City Council Meeting Rules of Procedure for adoption <br /> Assistant City Attorney Larissa Seto provided an overview of the updates made to the 1995 version of <br /> the Rules of Procedures. The general changes were made to reflect current state law, reference current <br /> practices, ease of use, and focus on City Council meetings and appointments. <br /> Assistant City Attorney Seto highlighted seven changes in the proposed new Rules of Procedure to <br /> include: 1) Rosenberg's Rules versus Robert's Rules, 2) Appointment to Intergovernmental Agencies, <br /> 3) Seats on dais, 4) Continuance of items, 5) Votes for abstentions and silence, 6) Advisory bodies <br /> about member removal by Council action and, 7) Council expectations about following procedures and <br /> limits on use of electronic devices during meetings. <br /> Mayor Brown opened the public hearing. There being no speakers, Mayor Brown closed the public <br /> hearing. <br />
