Presentation of a Proclamation recognizing June 2022 as Elder Abuse Awareness Month. <br /> Councilmember Balch read the proclamation. It was received by Jennifer Pardini, Community <br /> Education Coordinator at Legal Assistance for Seniors, and thanked the City Council for its <br /> proclamation recognizing the issue of elder abuse. <br /> 27. Public Comment regarding items not listed on the agenda — Speakers are limited to 3 minutes. <br /> Andrew Lambert encouraged the City Council to make the skatepark a reality in a timely manner. He <br /> encouraged the City Council to consider what projects are the most heavily demanded by residents and <br /> expressed disappointment on behalf of the skate park's advocates due to the delays. He expressed <br /> belief the City Council will make the skatepark happen sooner rather than later. <br /> In response to Mayor Brown, City Manager Beaudin confirmed the Council has approved a contract <br /> allowing the skatepark design work to continue. He advised what is being currently discussed is how <br /> much money to set aside for construction. He explained the City cannot fund all of it at the moment but <br /> is keeping the project moving forward. <br /> In response to Mayor Brown, Director of Engineering Steve Kirkpatrick confirmed the design contract <br /> was approved at the June 7, 2022 City Council meeting. He stated it should take slightly under a year <br /> to have a final design ready for construction bids. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> If necessary to ensure completion of the following items, the Mayor may alter time limits. <br /> 28. Adopt Resolution No. 22-1317 to approve rates for solid waste, recyclable materials, and organic <br /> materials collection for Fiscal Year 2022/2023 <br /> Assistant to the City Manager Becky Hopkins reported the rate would become effective on July 1, 2022. <br /> She reported the Franchise Agreement with Pleasanton Garbage Service (PGS) calls for a rate <br /> increase of 5.8% for this fifth year of the agreement through an index-based rate adjustment <br /> mechanism. She noted the fuel expenses have risen substantially over the past year along with other <br /> smaller increases in labor and other applicable indexes. <br /> City Council Minutes Page 5 of 18 June 21.2022 <br />
