RESOLUTION NO. 22-1331 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT WITH <br /> EAST BAY COMMUNITY ENERGY (EBCE) TO PURSUE INSTALLATION OF <br /> PUBLICLY AVAILABLE ELECTRIC VEHICLE CHARGING STATIONS ON MUNICIPAL <br /> PROPERTIES <br /> WHEREAS, on October 15, 2019, the City Council adopted Ordinance 2198 authorizing <br /> Pleasanton's participation in the East Bay Community Energy program; and <br /> WHEREAS, on September 23, 2020, Governor Gavin Newsom signed Executive Order <br /> N-79-20, setting the following targets for ZEVs: <br /> • By 2035, 100 percent Zero Emissions Vehicle (ZEV) sales for new passenger vehicles, <br /> 100 percent ZEV operations for drayage trucks, and 100 percent ZEV operations for off- <br /> road vehicles and equipment where feasible <br /> • By 2045, 100 percent ZEV operations for medium- and heavy-duty vehicles where <br /> feasible; and <br /> WHEREAS, on July 20, 2021, the City Council adopted Resolution 21-1233 selecting <br /> Renewable 100 as the default electricity product for Pleasanton's residential, commercial, and <br /> industrial accounts; and <br /> WHEREAS, the City Council has demonstrated its commitment to a sustainable and <br /> resilient future through its policy goals and actions, including transportation electrification; and <br /> WHEREAS, on February 15, 2022, the City Council voted to approve and adopt the <br /> Climate Action Plan 2.0 which established a GHG emission reduction target pathway to reduce <br /> emission to 4.11 metric tons of carbon dioxide equivalent per capita by 2030 (which reduces <br /> emissions by more than the 40 percent below 1990 levels called for in SB 32) and carbon <br /> neutrality per capita by 2045 (which aligns with EO B-55-18); and <br /> WHEREAS, on August 25, 2022, the California Air Resources Board (CARB) approved <br /> rule Advanced Clean Cars II rule affirming EO N-79-20 for passenger vehicles; and <br /> WHEREAS, the City of Pleasanton aims to expand publicly available electric vehicle <br /> infrastructure for the community, improve the charging infrastructure, and allowing EV adoption <br /> to continue sustained growth consistent with EO N-79-20. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1: The City Council authorizes and directs the City Manager to execute a <br /> license agreement with EBCE to pursue installation of publicly available electric vehicle charging <br /> infrastructure at municipal properties, should the City determine that the project design meets the <br /> City's needs. <br />
