§302(c)(4)Plan Rev 2/16122 302(c 4 A)Describe the manner in which allocated funds will be used for eligible activities. The City of Pleasanton will allocate 50%of the PLHA funds to augment the following homeless services currently provided by CityServe of the Tri-Valley on behalf of the City.1)Housing relocation an stabilization and short-and/or medium-tens(minimum of 6 months)rental assistance to help homeless individual or family to move as quickly as possible into permanent housing and achieve stability i that housing,and 2)Supportive/case management services that include street outreach,mental health services,emergency health services,employment assistance and job training,life skills training, and substance abuse treatment services.The City will allocate the other 50%of the PLHA allocation to assist Tri-Valley Haven with operating costs,including rental costs and utilities,for providing 14 emergency shelter beds at a converted home to homeless survivors of domestic violence and their children after Tri-Valley Haven had to close one of its domestic violence shelter buildings due to mol and structural damage. Tri-Valley Haven is providing the temporary 14 emergency shelter beds while the new domestic violence shelter building is being funded and constructed. §302(c)(4XS)Provide a description of the way the Local government will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of Area Median Income(AMI). All PLHA funds will be used to support households with Extremely Low Income(30%of AMI and below). The homeless intervention program provide outreach services to and case management for literally homeless indviduals for a pathway towards permanent housing. Tri-Valley Haven's 14 emergency shelter beds provide housing for domestic violence survivors and their children. 302(c)(4 C)Provide a description of how the Plan is consistent with the programs set forth in the Local Government's Housing Element. The Plan is consistent with the following City of Pleasanton Housing Element,Goal 17Identify and make special provisions for the community's special-housing needs,under the Policy 43.Provide for special-housing needs of the large households,the elderly,persons with disabilities including developmental disabilities,extremely low-income households,the homeless,farmworkers,and families wi single-parent heads of households and under Program 43:1:Continue to provide housing opportunities for households with special needs such as studio and one-bedroom apartments for the elderly ar d single-person housholds,three-bedroom apartments for large households,specially designed units for persons with disabilities,SROs,emergency shelter and transitional housing for the homeless,ani I units affordable for extremely low-,low-,and very low-income households with single-parent heads of households or those with disabilities(including developmental disabilities). The other 50%of the PLHA funds would be provided to Tri-Valley Haven for operation costs,specifically rental and utilities costs,for 14 temporary shelter beds at a converted home that is providing emergency shelter to domestic violence survivors and their childdren.
