17 <br /> THE CITY OF <br /> - -•• �= " CITY COUNCIL AGENDA REPORT <br /> pLE ASANTO\ <br /> November 15, 2022 <br /> Community Development <br /> TITLE: RECEIVE UPDATE ON REVISED SCHEDULE AND WORK PLAN FOR <br /> THE 6TH CYCLE HOUSING ELEMENT UPDATE, STONERIDGE MALL <br /> FRAMEWORK, AND OBJECTIVE DESIGN STANDARDS <br /> SUMMARY <br /> The City is in the process of updating its Housing Element, and is approaching the <br /> closing stages of the process, including bringing the draft Housing Element forward for <br /> Planning Commission and City Council review and adoption. By statute, the Housing <br /> Element must be adopted by January 31 , 2023; however, the City's previous schedule <br /> had proposed to make use of a 120-day "grace period," and adopt a Housing Element, <br /> including formal certification by the State Department of Housing and Community <br /> Development (HCD) by approximately April 2023. Based on an emerging concern that <br /> delayed adoption would put the City at risk of applications submitted under a provision <br /> of the Housing Accountability Act, referred to as the "builder's remedy," staff now <br /> recommends the City Council adopt the Housing Element by the January 31 deadline, <br /> with certification by HCD to follow. <br /> Among the locations considered as potential housing sites in the Draft Housing Element <br /> is Stoneridge mall. In August 2022, the City Council authorized work to develop a <br /> "Framework" for Stoneridge mall, which would provide guidance for the location, <br /> configuration and desired land use, circulation and urban design intent, to be reflected <br /> in the Housing Element. With the acceleration of the Housing Element schedule, it is <br /> also necessary to revise the schedule for the Framework and come to some key <br /> decision points to coincide with adoption of the Housing Element. As well, the City is <br /> working on Objective Design Standards (ODS) that would apply to housing <br /> developments; this effort would also be brought forward with the Housing Element for <br /> adoption by the City Council. This agenda report outlines the revised schedule and <br /> some adjustments to components of the Framework scope of work to accommodate the <br /> accelerated timeframe. <br /> RECOMMENDATION <br /> Receive the update on the revised schedule and work plan for the 6th Cycle Housing <br /> Element Update, Stoneridge Mall Framework, and Objective Design Standards. <br /> FISCAL IMPACT <br /> The City Council previously authorized professional services contracts for the Housing <br /> Element Update, its accompanying Environmental Impact Report, and the Stoneridge <br /> Mall Framework.
