Proposed Format— Strategic Plan Overview and Process <br /> A comprehensive citywide strategic plan would provide the Council, community, and <br /> City staff an opportunity to wholistically engage in creating a five-year strategic planning <br /> framework. The result would be a focused list of key priorities, that would be addressed <br /> by a more targeted list of policy, program, or project work that could realistically be <br /> accomplished during the life of the strategic plan. A concerted citywide outreach effort <br /> would be an integral component in creating a new strategic plan, toward generating <br /> greater inclusivity and input. The outcome will be a comprehensive citywide strategic <br /> plan with multi-year goals, strategies to achieve the goals, and an implementation action <br /> plan. <br /> Typical elements of a strategic plan include: <br /> • Vision, mission, values — aligned with guiding City documents <br /> • Multi-year goals — high-level themed areas of interest/focus <br /> • Development of a new Council priority-setting process that would be tied to the <br /> strategic plan goals, and: <br /> o Identify specific actions, and success indicators for each action <br /> o Include reporting and accountability mechanisms. <br /> A few examples of communities that have developed citywide strategic plans include <br /> the cities of Dublin, Union City, Hayward, Mountain View, El Cerrito, Vacaville, and <br /> Novato. <br /> If the Council authorizes staff to undertake the development of a citywide strategic plan, <br /> next steps will include: <br /> • Staff engaging with a firm to assist in facilitating the planning process; a <br /> professional services agreement with a scope of work and project timeline will be <br /> provided for consideration at a subsequent City Council meeting. <br /> • Council consideration to pause the FY 2023-2024 priority-setting process as the <br /> community, City Council, and staff focus on creating a new strategic plan. <br /> • The existing Council priorities work plan will remain in place and staff work on <br /> uncompleted items will continue through June 30, 2024, as directed by Council. <br /> o Staff will identify uncompleted items on the current Council priorities work <br /> plan and conduct an analysis of the staff time and funding required to <br /> complete projects by June 30, 2024. <br /> o Staff will bring analysis of the current Council priorities work plan to City <br /> commissions and committees to receive input and seek recommendation <br /> regarding prioritization of those existing items. <br /> o This analysis along with commission/committee input will be brought to the <br /> Council in early 2023 to consider prioritization of the remaining items for <br /> the FY 2023-2024. The Council will be asked to consider available funding <br /> and staffing and reprioritize the remaining items; this could include leaving <br /> an item as it is currently, modifying an item, or removing an item from the <br /> work plan. <br /> Page 3 of 4 <br />
