1) Lisa Wise Consulting: • Additional data generation and analysis related to the statutorily required Affirmatively Furthering Fair Housing (AFFH) analysis in the Housing Element update, based on preliminary comments received from HCD. • Attendance at additional City Council and Planning Commission hearings to consider responses to HCD comments. • Preparation of a revised Draft Housing Element in response to HCD comments on the adopted Housing Element. Staff notes that this latter change is in response to schedule modifications that will require the City to adopt the Housing Element by the end of January, prior to its resubmittal to HCD for final review and preliminary certification. Although staff is optimistic that there would not be extensive revisions needed in that final draft (since every effort will be made to respond adequately to HCD's first round of comments), the amendment would allow for those revisions to be completed by LWC if they are needed. 2) First Carbon Solutions: • Additional analysis in the Draft EIR related to project alternatives, water supply, and transportation analysis. Exhibit A of Attachment 1 provides additional detail on Lisa Wise Consulting's budget amendment request. Exhibit A of Attachment 2 provides additional detail on First Carbon Solutions' budget amendment request. The total costs associated with the additional work are estimated at $53,710.
