8 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> LATO1 . <br /> November 15, 2022 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVE AMENDMENTS TO PROFESSIONAL SERVICES AGREEMENTS <br /> WITH 1) LISA WISE CONSULTING FOR PREPARATION OF THE HOUSING <br /> ELEMENT UPDATE FOR $27,710 AND A NEW TOTAL CONTRACT <br /> AMOUNT OF $329,711 AND 2) FIRST CARBON SOLUTIONS FOR <br /> PREPARATION OF THE HOUSING ELEMENT UPDATE ENVIRONMENTAL <br /> IMPACT REPORT FOR $26,000 AND A NEW TOTAL AMOUNT OF <br /> $369,170; AND APPROPRIATE AN ADDITIONAL $53,710 IN LOWER <br /> INCOME HOUSING FUNDS FOR THESE COSTS <br /> SUMMARY <br /> In March 2021 the City Council authorized the City Manager to enter into two <br /> Professional Services Agreements in conjunction with the 2023-2031 (6th RHNA Cycle) <br /> Housing Element, including: 1) a Professional Services Agreement with Lisa Wise <br /> Consulting (LWC) in the amount of $302,001 to prepare an update the Housing Element <br /> and 2) a professional services agreement with First Carbon Solutions (FCS) for a total <br /> of $343,170 to prepare the Environmental Impact Report (EIR) for the Housing Element <br /> Update. In the course of preparing the draft Housing Element Update and Draft EIR, <br /> staff has identified the need for additional consultant work to support the update effort, <br /> including additional technical analysis for the EIR not anticipated in the original scope of <br /> work, and additional technical analysis and further drafts of the Housing Element <br /> necessary to meet new content and review requirements adopted by the State in 2021. <br /> An amendment to the professional services agreement with LWC in the amount of <br /> $27,710, and FCS in the amount of $26,000, is requested to address these additional <br /> services. The amendments to the agreements are included as Attachments 1 and 2. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute the following: <br /> • First amendment to the Professional Services Agreement with Lisa Wise <br /> Consulting to add $27,710 in compensation for a new contract amount of <br /> $329,711. <br /> • First Amendment to the Professional Services Agreement with First Carbon <br /> Solutions to add $26,000 in compensation for a new contract amount of <br /> $369,170. <br /> 2. Appropriate an additional $53,710 from the Lower Income Housing Fund to cover <br /> the cost of these amendments. <br />
