THE CITY OF 6 °._°° ` -• CITY COUNCIL AGENDA REPORT pLEASANTON, November 15, 2022 City Manager TITLE: REVIEW AND APPROVE LETTER TO EAST BAY REGIONAL PARK DISTRICT BOARD OF DIRECTORS REQUESTING A CITY AND PARK DISTRICT LIAISON MEETING TO DISCUSS THE GARMS STAGING AREA AND OTHER SHARED CITY AND DISTRICT MATTERS SUMMARY The East Bay Regional Park District (District) and the City of Pleasanton (City) entered into a Memorandum of Understanding (MOU) on September 22, 2016. The MOU allowed the District to construct vault toilets on, and a trail across, City-owned park property to create a public access point to the District's newly acquired 231-acre Castleridge property, which is located immediately to the west of the Alviso Adobe Park. The MOU also allowed the District to make improvements to Old Foothill Road to create some parking for expected trailhead users. As stated in the MOU, the City was willing to allow the District to develop this access to the Castleridge property with the understanding that the District was diligently working to construct the Garms Staging Area, which the District indicated had all the environmental approvals necessary to allow the staging area's construction. The District stated the final design of the staging area was nearing completion, and the project would be out for bid in 2019, with construction complete by December 2020. Soon after the MOU was finalized, the District constructed the Castleridge Trailhead improvements. Now, nearly two years after the District committed within the MOU that the construction of the Garms Staging Area would be complete, the City is unaware of any efforts by the District to follow through on this commitment. The City Manager sent a letter to the EBRPD Executive Director requesting an update from the District on its progress toward constructing the Garms Staging Area. The attached letter to the EBRPD Board of Directors signed by the Mayor on behalf of the entire City Council requests a City-District liaison meeting be convened to discuss the Garms Staging Area, as well as any other shared City and District matters. Liaison meetings, which included two City Councilmembers and two EBRPD Board members, used to occur regularly, but a meeting has not been held since March 2016. RECOMMENDATION Review the attached letter to the EBRPD Board of Directors and authorize the Mayor to sign and send it on behalf of the entire City Council. FINANCIAL STATEMENT There is no direct financial impact associated with this issue.
