THE CITY OF 6 <br /> °._°° ` -• CITY COUNCIL AGENDA REPORT <br /> pLEASANTON, <br /> November 15, 2022 <br /> City Manager <br /> TITLE: REVIEW AND APPROVE LETTER TO EAST BAY REGIONAL PARK <br /> DISTRICT BOARD OF DIRECTORS REQUESTING A CITY AND PARK <br /> DISTRICT LIAISON MEETING TO DISCUSS THE GARMS STAGING AREA <br /> AND OTHER SHARED CITY AND DISTRICT MATTERS <br /> SUMMARY <br /> The East Bay Regional Park District (District) and the City of Pleasanton (City) entered <br /> into a Memorandum of Understanding (MOU) on September 22, 2016. The MOU <br /> allowed the District to construct vault toilets on, and a trail across, City-owned park <br /> property to create a public access point to the District's newly acquired 231-acre <br /> Castleridge property, which is located immediately to the west of the Alviso Adobe Park. <br /> The MOU also allowed the District to make improvements to Old Foothill Road to create <br /> some parking for expected trailhead users. As stated in the MOU, the City was willing to <br /> allow the District to develop this access to the Castleridge property with the <br /> understanding that the District was diligently working to construct the Garms Staging <br /> Area, which the District indicated had all the environmental approvals necessary to <br /> allow the staging area's construction. The District stated the final design of the staging <br /> area was nearing completion, and the project would be out for bid in 2019, with <br /> construction complete by December 2020. Soon after the MOU was finalized, the <br /> District constructed the Castleridge Trailhead improvements. Now, nearly two years <br /> after the District committed within the MOU that the construction of the Garms Staging <br /> Area would be complete, the City is unaware of any efforts by the District to follow <br /> through on this commitment. The City Manager sent a letter to the EBRPD Executive <br /> Director requesting an update from the District on its progress toward constructing the <br /> Garms Staging Area. The attached letter to the EBRPD Board of Directors signed by <br /> the Mayor on behalf of the entire City Council requests a City-District liaison meeting be <br /> convened to discuss the Garms Staging Area, as well as any other shared City and <br /> District matters. Liaison meetings, which included two City Councilmembers and two <br /> EBRPD Board members, used to occur regularly, but a meeting has not been held since <br /> March 2016. <br /> RECOMMENDATION <br /> Review the attached letter to the EBRPD Board of Directors and authorize the Mayor to <br /> sign and send it on behalf of the entire City Council. <br /> FINANCIAL STATEMENT <br /> There is no direct financial impact associated with this issue. <br />
