Councilmember Narum seconded the motion. MOTION: It was m/s by Testa/Narum to approve recommendations as noted with the exception of Assembly Bill 1771 and an amendment to change to a support position on Senate Bill 1457. Motion passed by the following vote: Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown Noes: None Absent: None Councilmember Balch moved to take a watch position on AB 1771. Councilmember Testa reported she will not support the motion. She advised she does not expect the bill to pass and noted the State is not considering economic factors leading to the skyrocketing prices. In response to Mayor Brown, Councilmember Testa confirmed AB 1771 is a tax on house flippers and confirmed Cal Cities has the bill in the watch category. In response to Mayor Brown, Mr. Ramirez reported the Tri-Valley Cities coalition has no stance on AB 1771. Councilmember Narum explained her support of the position on the Legislative Affairs Committee. Councilmember Narum seconded the motion.
