Less than significant impact. <br />Impact HAZ-2: Development consistent with the Housing <br />Element Update, rezonings, and General Plan and Specific <br />Plan Amendments could create a significant hazard to the <br />public or the environment through reasonably <br />foreseeable upset and accident conditions involving the <br />likely release of hazardous materials into the <br />environment. <br />MM HAZ-2: Environmental Site Assessment <br />If a potential site for rezoning is suspected to contain hazardous materials, <br />prior to building permits, the City shall ensure that each project applicant <br />retain a qualified environmental consulting firm to prepare a Phase I <br />Environmental Site Assessment (Phase I ESA) in accordance with the <br />American Society for Testing and Materials (ASTM) Standards in effect at the <br />time of request of issuance of building permits, which would ensure the City <br />is aware of any hazardous materials on-site. The Phase I ESA shall determine <br />the presence of recognized environmental conditions and provide <br />recommendation for further investigation (e.g., preparation of a Phase II <br />ESA, if applicable). Prior to receiving a building or grading permit, project <br />applicants shall provide documentation from the overseeing agency (e.g., <br />Alameda County Environmental Health [ACEH] or Regional Water Quality <br />Control Board) that sites with identified contamination have been <br />remediated to levels where no threat to human health or the environmental <br />remains for the proposed uses. <br />Less than significant impact with <br />mitigation incorporated. <br />Impact HAZ-3: Development consistent with the Housing <br />Element Update, rezonings, and General Plan and Specific <br />Plan Amendments would not emit hazardous emissions or <br />handle hazardous or acutely hazardous materials, <br />substances, or waste within one-quarter mile of an <br />existing or proposed school. <br />No mitigation is necessary. Less than significant impact. <br />Impact HAZ-4: Development consistent with the Housing <br />Element Update, rezonings, and General Plan and Specific <br />Plan Amendments could be located on a site which is <br />included on a list of hazardous materials sites compiled <br />pursuant to Government Code Section 65962.5 and, as a <br />result, could create a significant hazard to the public or <br />Implement MM HAZ-2.
