6
THE CITY OF
L£S4NTON CITY COUNCIL AGENDA REPORT
November 1, 2022
Community Development Department
TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A LICENSE AGREEMENT WITH EAST BAY COMMUNITY
ENERGY (EBCE) TO PURSUE INSTALLATION OF PUBLICLY
AVAILABLE ELECTRIC VEHICLE CHARGING STATIONS ON MUNICIPAL
PROPERTIES
SUMMARY
East Bay Community Energy (EBCE) is the electricity generation provider for
Pleasanton. As such, the City of Pleasanton (City) is eligible to participate in a variety of
Local Development Programs provided by EBCE that help members of the EBCE Joint
Power Authority (JPA) achieve greenhouse gas reduction goals faster. As a JPA
member, the City has been invited to partner with EBCE in a program to install electric
vehicle fast charging stations (EVCS) on municipal properties. The EVCS will be
available to the public and EBCE will pay for the installation, operation, maintenance,
and electricity costs. The agreement allows EBCE to operate these chargers and
associate electrical equipment on City property for 15 years. For the City to participate
in the program, EBCE requires the City Council to adopt a resolution, indicating intent to
pursue installation of EV fast charging infrastructure. The resolution would authorize the
City Manager to execute a license agreement with EBCE that governs the future
installation and operation of future stations as outlined.
RECOMMENDATION
Staff recommends adoption of a resolution authorizing the City Manager to execute a
license agreement with EBCE to pursue installation of publicly available electric vehicle
fast charging infrastructure at municipal properties and governing the operation and
maintenance of the station, future installation, and operation of future stations.
FINANCIAL STATEMENT
There is no fiscal impact with adoption of the resolution. This resolution commits the
City to pursue installation of electric vehicle fast charging infrastructure. This charging
station will be installed, operated, and maintained at no cost to the City. Staff time will
be needed to review and approve any proposed EVCS.
