5 <br /> THE CITY OF <br /> iF moi:°r LI�L <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> November 1 , 2022 <br /> Community Development <br /> TITLE: ADOPT A RESOLUTION APPROVING THE CITY OF PLEASANTON'S <br /> FIVE-YEAR PERMANENT LOCAL HOUSING ALLOCATION PLAN AND <br /> AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION <br /> TO THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND <br /> COMMUNITY DEVELOPMENT FOR PERMANENT LOCAL HOUSING <br /> ALLOCATION PROGRAM FUNDS <br /> SUMMARY <br /> California Senate Bill 2 (SB2 — Building Homes and Jobs Act) created the Permanent <br /> Local Housing Allocation (PLHA) program, which provides grants to entitlement <br /> jurisdictions, based upon a formula prescribed under federal regulations for the <br /> Community Development Block Grant (CDBG) program. The primary goal of the PLHA <br /> program is to create a permanent source of funding to local governments for housing- <br /> related projects and programs to address unmet housing needs in their communities. <br /> The PLHA program has been accruing funds since 2019; Pleasanton's allocation for <br /> 2019, 2020 and 2021 totals $644,361, and estimated funding for 2022 and 2023 totals <br /> an additional $262,173, although actual amounts will vary based on the revenue <br /> realized by the State. <br /> Staff proposes to allocate all PLHA funding for homeless intervention services, which <br /> includes rapid re-housing, rental assistance, and supportive/case management services <br /> that assist persons experiencing or at risk of homelessness in obtaining or retaining <br /> housing. To be awarded the funds, the City must submit an application to the State of <br /> California, Department of Housing and Community Development, and submit a Five- <br /> Year Plan for the expenditure of funds. The City Council is requested to authorize the <br /> necessary application and allocation plan. <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt a resolution approving the City of <br /> Pleasanton's Five-Year Permanent Local Housing Allocation Plan and authorizing the <br /> City Manager and assigned staff to submit an application to the State of California, <br /> Department of Housing and Community Development for Permanent Local Housing <br /> Allocation Program funds. <br />
