Table 1: Various Bills <br /> Bill Topic Summary <br /> Number <br /> SB 230 Pleasanton This bill requires the State Water Resources Control <br /> Infrastructure Board to build upon its existing work dealing with, and <br /> work to improve its knowledge of, constituents of <br /> emerging concern (CEC) in waters of the state and in <br /> drinking water. Implementation date is dependent upon <br /> appropriation of Legislature. <br /> SB 1157 The bill requires that from January 1, 2025, to January <br /> 1, 2030, the standard for indoor residential water use <br /> be 47 gallons per capita daily and beginning January 1, <br /> 2030, the standard be 42 gallons per capita daily. It is <br /> currently 55 gallons per capita daily. <br /> AB 988 Safe and This bill enacts the Miles Hall Lifeline and Suicide <br /> Secure Prevention Act and requires the Office of Emergency <br /> Community Services to verify that technology that allows for <br /> transfers between 988 centers as well as between 988 <br /> centers and 911 public safety answering points, is <br /> available to 988 centers and 911 public safety <br /> answering points throughout the state no later than July <br /> 16, 2022. The bill would require the Office of <br /> Emergency Services to appoint a 988 system director <br /> by January 1, 2023 and require the office to verify <br /> interoperability between and across 911 and 988 no <br /> later than July 1, 2024. The bill would require the office <br /> to consult with specified entities on any technology <br /> requirements for 988 centers. <br /> SB 1046 Sustainable Prohibits a store from providing a "precheckout bag" to <br /> Development a customer if the bag is not either a compostable bag <br /> or a recycled paper bag. A "precheckout bag" is a bag <br /> provided to a customer before the customer reaches <br /> the point of sale, that is designed to protect a <br /> purchased item from damaging or contaminating other <br /> purchased items in a checkout bag, or to contain an <br /> unwrapped food item. Effective January 1, 2025. <br /> Water Bills <br /> SB 230 (Portantino) <br /> The City took a support position on SB 230 as it requires the State Water Resources <br /> Control Board to establish, maintain, and direct a dedicated program called the <br /> Constituents of Emerging Concern in Drinking Water Program and the convening of a <br /> Science Advisory Panel to further study the issue. The board must publish to its website <br /> a report three years after the panel is convened on the work conducted by the panel. <br /> Page 3 of 15 <br />
