15 <br /> THE CITY OF <br /> F �r :•rirf " CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> November 1, 2022 <br /> City Manager <br /> TITLE: RECEIVE AN OVERVIEW OF THE 2022 STATE LEGISLATIVE SESSION <br /> AND KEY HOUSING-RELATED BILLS SIGNED INTO LAW <br /> SUMMARY <br /> On May 6, 2022, the City Council adopted the 2022 Pleasanton Legislative Framework, <br /> which guides the City's response to pending state and federal legislation. The City's <br /> Legislative Framework includes the Tri-Valley Cities (TVC) Legislative Framework. At <br /> the May 6 meeting, the City Council also established the City's position on key state <br /> housing legislation. <br /> The City of Pleasanton sent 67 advocacy letters during the 2022 legislative session. In <br /> addition, Mayor Brown represented the City in the advocacy efforts of the Tri-Valley <br /> Cities Legislative coalition (Livermore, Dublin, Pleasanton, San Ramon, and the Town <br /> of Danville) sending 12 letters and attending meetings with state and federal legislators <br /> to advocate for the City of Pleasanton's and Tri-Valley Cities' legislative positions. <br /> August 31, 2022, marked the last day for the State Senate and State Assembly to pass <br /> a bill, and September 30, 2022, was the last day for the Governor to sign or veto a bill. <br /> The Governor signed 997 bills into law. Among these, there are key housing bills that <br /> staff has identified as being of great interest or having an impact on Pleasanton as <br /> outlined in this report. <br /> RECOMMENDATION <br /> Receive an overview of the 2022 State Legislative session and key housing-related bills <br /> signed into law. <br /> FINANCIAL STATEMENT <br /> There is no financial impact. <br />
