3 <br /> CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> May 3, 2022 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> REGULAR MEETING <br /> Mayor Brown called the hybrid regular meeting of the City Council from the Council Chamber located at <br /> 200 Old Bernal and via Zoom to order at the hour of 7:00 p.m. Councilmember Testa led the Pledge of <br /> Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Balch, Narum, Testa, Mayor Brown <br /> Absent: Councilmember Arkin <br /> AGENDA AMENDMENTS <br /> Interim City Manager, Brian Dolan, noted there was a replacement attachment 1 for item 1. <br /> City Council <br /> 1. Ratified the Mayor's appointments to various City Commissions and Committees <br /> City Manager <br /> 2. Adopted and waived full reading for Resolution No. 22-1290 a resolution amending the City <br /> Administrative Policy: Purchasing Procedures and Manual to comply with State law SB 1383 <br /> 3. Approved the meeting minutes of January 4, 2022 <br /> Community Development <br /> 4. Approved the actions of the Zoning Administrator and Planning Commission <br /> Economic Development <br /> 5. Waived the second reading and adopted Ordinance No. 2237 amending Chapter 5.36 of the <br /> Pleasanton Municipal Code renewing the Tri-Valley Tourism Business Improvement District <br /> Mayor Brown opened the public hearing. There being no speakers, the public hearing was closed. <br /> MOTION: It was m/s by Balch/Narum to approve the Consent Calendar as recommended and as <br /> noted. Motion passed by the following vote: <br /> Ayes: Councilmembers Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: Councilmember Arkin <br /> MEETING OPEN TO THE PUBLIC <br /> 6. Presentation of a Proclamation recognizing May 2022 as Jewish American Heritage Month <br />
