BACKGROUND <br /> The California Political Reform Act' requires each city to adopt a local conflict of interest <br /> code. The policy goal of the Act is to ensure that public officials do not make <br /> government decisions in which the official has a financial conflict of interest. The <br /> California Fair Political Practices Commission (FPPC) adopts a model local conflict of <br /> interest code which cities may adopt as their own local code. <br /> Pleasanton has historically adopted the FPPC's model local code with modifications that <br /> reflect Pleasanton's elected officials, appointed commissioners and committee <br /> members, and staff positions subject to varying levels of public disclosure of economic <br /> interests.2 The City last updated its local conflict of interest code in 2018 (Res. 18- <br /> 1048). The COVID-19 pandemic delayed the regular biennial update. An update is <br /> needed to both reflect changes to the FPPC's model code, as well as changed staff <br /> positions. <br /> DISCUSSION <br /> Since the last update of the City's local conflict of interest code, the FPPC has made <br /> three changes to its model local conflict of interest code3 regarding: (1) regulations for <br /> honoraria in December 2019; (2) gift limits in January 2021; and (3) disclosure rules in <br /> May 2021. <br /> In addition, staff titles and positions subject to disclosure have changed. <br /> The proposed resolution amending the local conflict of interest code (Attachment 1) <br /> includes the FPPC's model code in Exhibit A, and the revised City positions in Appendix <br /> A. <br /> Submitted by: Fiscal Review: Approved by: <br /> Dan Sodergren J elynf w:k g Susan Hsieh Ge ry Beaudin <br /> City Attorney City Clerk Finance Director City Manager <br /> Attachments: <br /> 1.
