In response to Councilmember Narum, Interim City Manager Dolan advised it is possible with upcoming <br /> budgets that the $2 million might not go far towards funding the West Las Positas Boulevard <br /> improvements. He clarified staff is looking for high-level policy direction to inform the preparation of the <br /> budget so the discussion does not have to be held on budget night. <br /> Interim City Manager Dolan clarified staff is asking what the City Council's top two priorities are. He <br /> stated West Las Positas Boulevard, the library, the skatepark, and the Century House are too many. He <br /> advised they could leave it all in the CIP Reserve Fund and make the decision in the future when more <br /> money is available. <br /> In response to Councilmember Narum, Mayor Brown confirmed her motion failed for lack of a second. <br /> Councilmember Balch explained if they just leave a pot of money, future City Councils might be <br /> tempted to use the money without achieving the City's long-term goals. He advised West Las Positas <br /> Boulevard, the Pleasanton Library, and the Century House are current facilities that are degrading and <br /> will cost even more to repair with each delay. He advised if the City spreads the money out over 10 <br /> projects they will not save enough to fund them all. He called to pick the top two priorities. <br /> Councilmember Balch expressed support for the West Las Positas Boulevard and library projects. <br /> Councilmember Arkin advised those projects could go under either the Repair and Replace Fund or <br /> CIP Reserve Fund whereas others cannot. <br /> Councilmember Balch suggested the Repair and Replace Fund could be higher in the future to create a <br /> buffer for situations like this. He advised the Mid-Year Budget Report stated there is $19.6 million in the <br /> Repair and Replacement Fund but noted the funds are already allocated. <br /> Councilmember Testa requested the item to come back to the City Council with a copy of the budget. <br /> City Attorney Sodergren noted there is a motion on the table. Councilmember Testa withdrew her <br /> motion. <br /> Mayor Brown recommended continuing the item. She directed staff to return with reasons why some of <br /> the projects cannot be Repair and Replace Fund items and if some items in the fund can be deferred. <br /> She advised additional information on possible grants is very important to have. <br /> Mayor Brown advised the item will be continued. <br /> ADJOURNMENT — Mayor Brown adjourned the meeting at 11:34 p.m. <br /> Respectfully submitted, <br /> ••elyn Kw ng <br /> City Clerk <br /> City Council Minutes Page 18 of 18 April 12, 2022 <br />
