DISCUSSION
On August 16, 2022, the City Council appointed the members of the advisory board,
which has since met and is recommending acceptance of the attached 2022 Downtown
Pleasanton Business Improvement District report and the proposed 2023 budget for the
Downtown Pleasanton Business Improvement District assessments and other
revenues, provided as Attachment 1.
The attached report and budget contain the following required information:
1. Any proposed changes in the boundaries of the district. For 2023, there are no
proposed boundary changes.
2. The activities to be funded during the calendar year, and an estimate of the cost
of providing those activities.
3. The method of levying the assessment in sufficient detail to allow each business
owner to estimate the amount to be levied against the business for the year.
There are no proposed changes in the method of levying the assessment for
2023.
4. The amount of any surplus or deficit revenues carried over from a previous year.
5. Contributions to be made from sources other than the assessments levied.
2022 Annual Report
The report illustrates the organization's continued commitment to promoting the
downtown with the return of events, introduction of new activities and opportunities in the
later-pandemic era. The PDA — which currently employs one interim executive director,
one full-time events manager, and one part-time office manager—focused its time and
resources to support the downtown businesses through communication, marketing, and
community engagement. The report highlights the PDA's commitment to prioritizing the
common goals and interest of the downtown businesses and re-establishing connections
between PDA members. Marketing and communication efforts focused on promoting the
downtown businesses, upcoming events, and issues facing the downtown. The PDA
worked closely with City staff on the closure of Main Street for the newly promoted 1st
Weekends on Main, the Downtown Parklet Program, and brought back the Friday night
Concerts in the Park series.
Key priorities for the PDA will continue to include the supporting downtown businesses
through communication, marketing, and community engagement as well as
implementation of the Downtown Specific Plan.
2023 Budget
The PDA 2023 budget includes a full-time executive director and events manager, and
a part-time office manager and social media/marketing consultant to facilitate a year-
round calendar of events as well as outreach throughout the year.
