GENERAL PLAN CONFORMANCE ANALYSIS <br /> The City's General Plan includes the following policies that support the proposed <br /> amendments to the PMC: <br /> Land Use Element Enforce the provisions of the City's Zoning <br /> Program 8.1 Ordinance and related planning ordinances to <br /> maintain the character of existing residential <br /> neighborhoods. <br /> Circulation Element Support the use of alternative fuel vehicles. <br /> Policy 21 <br /> Housing Element Make appropriate modifications to the Land Use <br /> Policy 15 Element of the General Plan, Zoning Ordinance, <br /> and other City ordinances, programs, and policies <br /> to facilitate the provision of housing. <br /> Air Quality and Climate Change Reduce air pollution and the production of <br /> Element greenhouse gases by increasing energy efficiency, <br /> Policy 6 conservation, and the use of renewable resources. <br /> Energy Element Reduce demand for electricity and natural gas by <br /> Policy 3 establishing guidelines, programs, and incentives <br /> that would achieve this end. <br /> Energy Element Preserve and strengthen the City's green building <br /> Policy 6 policies and regulations. <br /> ENVIRONMENTAL REVIEW <br /> With respect to the 2022 Building Code, the amendments would implement the building <br /> codes approved and adopted by the State of California; local amendments would be <br /> incorporated to reflect the unique geological, topographical, and climatic conditions in <br /> Pleasanton and intended to reduce risks from natural hazards. Pursuant to CEQA <br /> Guidelines 15061(b)(3) it can be seen with certainty that there is no possibility that the <br /> activity in question may have a significant effect on the environment and thus is not <br /> subject to CEQA. With respect to the proposed reach codes, the amendments would be <br /> consistent with the CAP 2.0 for which an Initial Study/Negative Declaration was <br /> prepared, and which found that the CAP's actions would have a less than significant <br /> impact on the environment. <br /> CONCLUSION <br /> The 2022 California Building Code proposed with amendments are an effort to maintain <br /> the minimum fire and life safety standards that are currently in place to construct <br /> buildings throughout the city, local amendments to address additional safety due to <br /> specific local conditions, and local amendments to the Green Code for building <br /> electrification and electric vehicle charging infrastructure. <br /> Page 9 of 10 <br />
