7 <br /> THE CITY OF <br /> m CITY COUNCIL AGENDA REPORT <br /> pLEASANTON, <br /> October 18, 2022 <br /> Community Development Department <br /> Building & Safety Division <br /> TITLE: INTRODUCE AN ORDINANCE, AND WAIVE FIRST READING, TO AMEND <br /> TITLE 20 AND TITLE 18 OF THE PLEASANTON MUNICIPAL CODE TO <br /> ADOPT BY REFERENCE THE 2022 EDITION OF THE CALIFORNIA CODE <br /> OF REGULATIONS TITLE 24, INCLUDING THE 2021 INTERNATIONAL <br /> BUILDING, EXISTING BUILDING, RESIDENTIAL, FIRE, PROPERTY <br /> MAINTENANCE, AND SWIMMING POOL AND SPA CODES; THE 2021 <br /> UNIFORM PLUMBING AND MECHANICAL CODES; THE 2020 NATIONAL <br /> ELECTRICAL CODE AND THE 2022 CALIFORNIA GREEN BUILDING <br /> STANDARDS CODE; WITH LOCAL AMENDMENTS INCLUDING <br /> PROVISIONS OF REACH CODE <br /> SUMMARY <br /> Every three years, the State of California adopts new building standards that make up <br /> the California Code of Regulations, Title 24. The prior Code was adopted in 2019 and <br /> the 2022 Code will become effective on January 1, 2023. The proposed ordinance <br /> amends the Pleasanton Municipal Code to coincide with the State's adoption of the <br /> 2022 California Code of Regulations, Title 24 encompassing the Building, Existing <br /> Building, Residential, Green, Plumbing, Mechanical, Electrical and Fire Codes. These <br /> codes are also known collectively as the California Building Standards Code (CBSC). <br /> Updates to existing local amendments, and some additional local amendments related <br /> to the city's geological, topographical, and climatic conditions are included in the <br /> proposed amendments. Additionally, consistent with the City's Climate Action Plan 2.0 <br /> (CAP 2.0), local "reach code" amendments are suggested in the Green Code for <br /> required electric vehicle (EV) charging infrastructure and building electrification for new <br /> construction. <br /> RECOMMENDATION <br /> Staff recommends the City Council introduce the attached ordinance updating various <br /> chapters within Pleasanton Municipal Code Title 20 concerning the adoption of the 2022 <br /> Edition of the California Building Standards Code (Title 24 C.C.R.), including by <br /> reference the 2021 International Building, Existing Building, Residential, and Fire <br /> Codes; the 2021 Uniform Plumbing and Mechanical Codes; the 2020 National Electrical <br /> Code; and the 2022 California Green Building Standards Code (CALGreen) and <br /> amending Title 18 to conform to Title 20 as identified in Attachment 1. <br />
